The District Commissioners have trans- mitted to the chairman of each District committee in Congress certain amendments to the bill regulating the insurance busi- ness in the District. The amendments are for the most part of a technical character, but some important changes have been sug- gested, and to some extent the Commission- ers have fellowed the recommendations of the board of trade in thy utter. ‘The first impertant amendment is one to be added to section 4, providing that any person aiding in carrying on the business of en Insurance company, agent, or solicitors, not licensed to do business in the District, or whose license shall have been revoked, shall be deemed guilty of misdemeanor, to be punished in the Police Court. Amend- ment to section 9 strikes out the word “‘so- licitor,” in the first few lines, and the word “industrial,” before the word “insurance,” making it read “any insurance compan: The amendments to this section provide that the license certificates to be issued to companies, agents, corporations, ete., shall have printed on them “general insurance license,” and for which $5 shall be paid annually. The amendment provides further that n> persen, firm, corporation, or asso- ciation in the insurance business shall al- low or pay any commission, rebate, or com- pensation whatever, directly or indirectly, to, for, or in behalf of any person, or firm, @s provided in the act. The Commissioners suggest as a substi- tute for the payment of commissions, etc., to solicitors, an amendment to section 10 of the bill providing that any insurance com- pany, or agent, licensed to do business in the District, may employ solicitors, and the license fee to be paid for each solicitor so employed shall be $10 per year. The license certificate issued to the solicitor shall con- tain oniy the name of the company by which he is employed and he shail not be allowed to solicit for any other. This amendment is probably the most fm- portant made by the Commissioners, the solicitor problem having been the c: of much discussion among the opponents and promoters of the new law, and the Com- missioners believe that the amendment covers the question thoroughly and satis- factorily. ——ae GUARD AWAITING ORDERS. t of Columbin Troops All Trae Soldiers. The troops of the District of Columbi: National Guard are quietly awaiting de- ments. Although considerable indig- nation, and, in some cases, disappointment, was caused in the brigade by the orders from the War Department Monday direct- ing that the assembling of the National Guard be suspended until further orders, the men, for the most part, have cooled off, and, like true soldiers, are ready to obey orders. The conscience of all, from com- manding general to private, is easy in the knowledge that the Guard, in the most creditable manner imaginable, obeyed both the order from the War Department which called out the troops, and that also which sent them ck to their armories. One regrettable incident in connection with the situation was the action of an ill- advised private, evidently the rawest kind ef a recruit. This individual committed the folly of criticising a superior officer. He was discharged in the interest of the service within half an hour after the crit- icism became known. Had _ this private been in the service of the United States at the time of uttering his remarks his punishment would have been nothing short of dishonorable discharge and a long term of imprisonment. The majority of the companies of the brigade are holding drilis every evening in the expectation that they may be selected in whole or in part in connection with the District quota of volunteers. This quota will be organized, so far as is now known, within the next two or three days. As an- nounced elsewhere in The Star, Lieut. Col. c. H. Heyl, adjutant general of the Dis- trict of Columbia militia, has been desig- nated by the War Department to muster in ine District's quota. es Fails to Pass Examination. Redmond Torence, a young man who faid he came here from Roxbury, Mass., to enlist in the navy, was before Judge Scott today for alleged vagrancy. He said he had failed to pass .the examination and had started toward home yesterday, but he was arrested at ining City. Judge Scott released him to leave the city imme- diately. The particulars of the case have been already printed in The Star. The charges preferred against Policemen Chas. P. Posey, G. W.
