Owing to the fact that the Virginia legis- lature saw fit to reduce the appropriation for the insane throughout the state, it is now necessary to keep insane patients in the jails at about four or five times the cost of keeping them in an asylum. NEW Effort to Increa Educational There was a meeting of the membership committee of the National Education As- sociaticn at the Franklin school building yesterday afternoon at 4 o'clock. J. W. Wheipley, chairman of the committee, pre- sided. W. B. Patterson was chosen secre= tary of the committee. A cubcommittee was appointed to solicit membership among the public school teachers of the District. The committce will ccnsist of the following members: Mr, J. T. Freeman, chairman; Miss E. C. Wes- cott, Messrs. E. W. Brown, H. M. John- son and W. 8. Monigomery. Another com- mittee was appointed, consisting of Mr. W. B. Patterson, chairman; Miss L. E Moten and Mr. Allan Davis. This commi tee will correspond with school teacher and others within a radius of 100 miles of Washirgton who are desirous of becoming members of the N. E. A. This commitice will also solic't membership for the asso- ciation among those residents of the Dis- trict who are not teachers in the public schools. It was agreed that seven new members be added to the present membership com- mittee, end the following names will be submitted to the executive committee: Dr. B. L. Whitman, Miss E. J. Somers, Miss Rebecca Stonercad, Miss Anna Tolman Smith, Mr. Allan Davis, Mr. Court F. Wood and Mr. Thomas W. Sidwell. Mrs. Sara A. Spencer was appointed a committee of one to set forth the advantages of mem- bership in the Naticnal Educational Asso- ciation.
