If thesettwo places could be acquired, then with supply'stations at Key West end at Dry Tortugas it is believed the facilities for obtaining coal would be reasonably adequate for all purposes in the event of a war with Spain. Although the Senate acted adversely on the proposition to purchase’ St. Thomad; it is belfeved <he department has not given up all hope of securing some accommbdations there for ccaling station purposes. ; Would They Be Reinstateat The war feeling has manifested itself in the postal service by the receipt by the department of numerous letters from pos. tal employes who ask for information as to their status in case they go to the front. Many clerks, a number of them members of state militia, want to know whether they can leave thelr present occupation and enter into active -service with the army, and if they do so whether their pay will continue or if not; whether when hos- titles have ceased they will be reinstated. Pending a declaration of war the ‘depart- ment does not feel justified in passing vpon this question, but should hostilities actually occur: the law upon the subject Plan of Naval Action. ‘The plan of action fer the naval forces in event of hostilities is now practically com- pleted, as a result of several weeks’ con- stant work on the part of the officers to whom was intrusted this important fea- ture of the war preparations. While these Plans are naturally mest closely guarded, it may be stated on bigh authority that one feature of them ccntemplates a dash to the Canary Is'ands. This proposition is as yet tentative, as all projects subje.t to un- fcreseen conditiors must be, but has re- ceived most careful consideration by the naval authorities. As outlined by a high naval official, the Plan is that in event of a declaration of war the flying squadron, as it is now com- posed, or possibly with the addition of a few more ships, will immediately start for the east, with the Canaries as its destina- tion. Naval officials do not think that it would be a difficult task for so powerful a fleet to establish a station at that point and operating from it as a base to harass the coast of Spain. It was aiso pointed out by this officer that to seize and hold the Canary Islands would be a severe blow to Spain, inasmuch as the isiands le between the Cape Verde Islands ard Spain in a direct line with the route to Cuba. Edward Conway, Frank Murray and Daniel Mitchell, arrested on P2nnsylvania avenue for alleged begging, were tried in the Police Court today on a charge of va- grancy. Murray, who appeared as if he had not many more days to liv2, was re- leased, in order to return to his home in Fredericksburg. His companions were given one month on the farm.
