COMMITTEE OF HOMEOPATHIC SOCIETY Recommendations Made for the Improvement of Methods. SUGGESTED REFORMS ——— At the regular monthly meeting of the Homeopathic Medical Society of the Dis- trict of Columbia, held last night, the re- port of the committee appointed several months ago to investigate the sanitary condition of the schools was received. The committee was composed of Dr. Richard Kingsman, chairman; Dr. F. A. Gardver, Dr. Z. B. Babbitt, Dr. Alice Burritt and Dr. W. F. Corey. The report is as flows: “Your committee appeinted to investigate the sanitary condition of the public schools with refereace to the cause and spread of diphtheria end other contagious diseases has made a thorough examination of every school building in the District. The inves- Ugation was under the immediate super- vision of Dr. W. C. Woodward, the health Officer of the District, who very kindly aided the committee in its work in every Way possible. The committee corresponded with some of the leading cities in the coi try with a view to obtaining information as to the best methods of heating and ven- tilation, as well as to the kind of water esets used in school buildings in other As a result of this investigation we find that our own school system and build- ings and our methods of heating, ventila- tien and privy facilities are among the best, for which the people of the District sre to be congratvlated, but still, changes can be made that will improve the sanitary gendition of cur schools very materially. The committee is indebted to Mr. William B. Powell, superinterdent of public schools, fer valuable statistical information fur- nished. Report and Recommendations. “After careful consideration of all the in- formation obtained upen this subject, your committce begs leave to submit its Peport and recommendations as follows “At the instance of the committee, a careful examination was made of the closet facilities afforded the pupils in the various public school buildings in this District. ‘These accommodations were found to be as follows: “Buildings provided with water closets, located in yard, 26; located within building, 16; total, “Buildings provided’ with accommoda- tions other than water closets, located in yard, county schoels having box privies, 17; located in buildings, Smead system of ary closets, 59; total, 56. Grand total, 98. “An effort was made to study the effect, if any, of these various methods of excreta disposal upon school attendance, but the data collected in reference to the latter subject did not permit of such analysis as Would justify derinite statements. It may be accepted, however, in the judgment of your committee, without question, that no danger can come to the pupils of the school buildings, or to those living in the vicinity, by the immediate removal of all excreta from the premises by means of proper sewer connections, while the retention of such material in the building or about the Premises certainly may be, and, in the opinion of a majority of those competent to speak upon the subject, actually does constitute a source of danger to the occu- pants. Its dissipation into the atmosphere by means of currents of air or otherwise may reasonably be objected to by those liv- ing in the vicinity. “Your committee, therefore, recommends that wherever practicable water closets be substituted for the dry method of excreta disposal now in vogue. Such water closets should be preferably located outside of the maia school buildings, in properly heated annexes. If, however, by reason of cost or » it be necessary to locate them son of its ¢ a within the school building itself, it is recommended they be ventilated {n such a manner as to prevent, as far as possible, the passage of foul air from them into the school rooms, threugh the stairway and corridors. ~ Matter cf Ventilation. _ “Most of the school buildings in this Dis- trict are heated by means of furnaces ventilation being dependent upon the prop- er management of the windows, doors and ventilators by the individual teachers, ald- ed in some cases by fires located at the bottem of the flues for the escape of the foul air. Some are heated by steam, and have no provision for ventilation other than by means of windows, doors and ventilat- ing flues, without any means whatsoever for facilitating the passage of air either ingo or out of the buildings. The Central and Eastern High Schools are, of course, provided with means for mechanical ven- tilation, and such means have also been provided for two of the school buildings recently erected. In the case of the former buildings such ventilation is used in con- nection with the steam heat, but in the case of the latter in cornection with ordi- nary furnaces. In view ofthe intimate connection between the purity and temper- ature of the atmosphere, and in personal comfort and health, it is respectfully sug- gested that the utmost care should be de- voted to the matter of ventilating and heating our school buildings, and that the superiority of steam or hot water heating in connection with the mechanical ventila- tion having been so abundantly proven, steps should be taken for the installation of these systems wherever practicable, Lighting School Buildings. “The lighting of the school buildings of this city is, as a rule, satisfaclory. It is to be feared, however, that with the ten- dency, apparent of recent years, to dimin- ish the size of the school site, trouble from this source may be apprehensled in the fu- ture. With the view of preventing such trouble, as well as for the purpose of pro- viding suitable playgrounds for the pupi's, and for assuring a constant supply of fresh air, your committee suggests that action be take to prevent any further curtailing of the size of school sites, and in this con- nection invites attention to the following Tecommendations of the committee ap- pointed by the House of Representatives in 1880, to consicer the sanitation of our schools, in which it concurs, that: ““All sides of the building shall be fully exposed to light and air, for which purpose they shall nct be less than sixty feet dis- tant from 2 opposite building. “The builcing shall not occu; than half the iot.’” pifemers “The enormous value of the school prop- erty of this District and the importance of its preservation in proper condition, not only on the score of economy, but by rea- Se association with the health of pupils and teachers, leads your commit- tee to believe that there should be ap- pointed a person having suitable technical knowledge as superintendent buildings, to devote his entire time to mat- ters pe to the construction and care of such buildings. Detzils of Construction. “Among the minor details of such school construction attention ts invited to the de- sirability of providing separate compart- ments for the hats and outer clothing of the pupils, both on the score of cleanliness 'd for the purpose of diminishing possible anger from the spread of contagious dis- eases through contact of such clothing. he free and indiscriminate distribution of school bovks demands serious considera- tion for the same reason. While such dis- tribution cannet be objected to, if a. cer- tain.set be assigned to a given pupil at the beginning cf the school year, to be re- tained by kin during the year ‘and disin- fected during the vacation (the disinfection of books being now apparently practicable), the miscellaneous passage of books from one pupil to another from day to day, and at times even during different parts of the same day, should certainly not be tol- erated. Phystenl Well Being. “Your committee is impressed with the idea that under the present management of the public schools of this District the government falls short of its duty in the limited attention given to the physical well being of tne children intrusted to its care. It is not meant in respect to insuffi- cient or imperfect construction or to care of the school buildings themselves, but with refererce to the personal observa- tion of the physical condition of the pupils. It is doubtiess impossible to adjust the curriculum of the public schools 50 as to be able to meet the physical requirements of each indwidu-! pupil at every stage cf his progress, nor has your committee even undertaken to study or report upon the relations of curriculum to the individual capacity of the pupils, which is a matter of sufficient importance and magnitude to be worthy of and to demand an independ- ent investigation. But it Is believed that the graduates of the Normal School of this District are not sufficiently instructed in the matter of supervising the physical con- aition of the pupils which are to be in- trusted to their care, whether Individually or collectively. Tis has reference to the matter of cyes'sht, nerve strain and gen- eral conditter, as well as to contagious diseases. Nor is there, so far as your committee is informed, any definite re- quirement in respect to such matters made of those not duates of the Normal schocls, seeking «ppointments as teachers, through examinations. Tais matter would not be of so great importance ff there were in connection with the public schools a system of medical inspection, but in the absence of both, your committee must re- iterate the statement that the government falls far skcrt of its duty. “This establisament of a system of medi- cal inspection of the schools is, of course, recommended, but to do this will require an appropriation from Congress, and time and study in cennection with the organi- zation of the system. It would seem, hovw- ever, that the apparently deficient know!- edge on the part of the teachers in respect to the proper care of the health of their pupils m'zht be remedied, without appro- priation, possibly by greater attention on the part of those now engaged in instruct- ing and passing upon the qualifications of would-be teachers, but preferably by in- trusting it to some of the medical men al- ready in government service and better aualified to give the necessary instruction.” —_>.—_—_.
