The bill was as follows: ‘hat the Commissioners of the District of Columbia be authorized and directed, in all cases not exempted by this act, where water-main taxes or assessments in Dis set aside or de Court of the Distr wise canceled or th pict of Columbia have been quashed, jared void by the Supret ct, or have been other- et aside by reason of svch tax or assessment not having by avthenticated by the proper officer, to r ssess all lois or parcels of ground in 1m yect of such taxes or assessments, with power to assess and collect the same a cording to existing law relating to the as sessment and collection of water-main as- sessments or taxes, provided that in case where such assessments have herctofo been quashed or declared void by said Su- preme Court, or have been otherwise can- celed or set aside for the reason hereinbe fore provided, the reassessment herein pro- vided for shall be made within one year from the passage of this act; and, provided further, that hereafter ali water-main taxes or assessments in the District of Co- lumbia shall be levied and authenticated by the Commissioners of the District of Co- lumbia, who are hereby authorized to des- ignate the official whose duty it shall be to notify the owner or agent of any lot or land of any water-main tax or assessment levied against such lot or land; provided, hewever, that where lots or parcels of land have been released from water-main taxes or assessments by reason of technical de- tects or errors in making such assessments, and where such lots or parcels of land have been sold by the former owner be- tween the order of said release of said tax or assessment and the passage of this act, the Commissioners of the District of Celumbia shall not reassess the same against such property in the hands of bona fide purchaser for value without notice of the failure to pay the water-main assess- ment on said property. “Sec. 2. That outside the city of Wash- ington the said reassessment shall be levied or assessed only on those lots or parcels of land into which Potomac water has been or shall hereafter be introduced, provided that where Potomac water has heretofore been introduced the said reassessment shall be made within ninety days after the pas- sage of this act, and that where Potomac water shall be hereafter introduced the said reassessment shall be made within thirty days after such introduction; and, provided further, that any levy, assess- ment or reassessment on land not subdi- vided into blocks and lots shall be made on a frontage not exceeding 100 feet for each lot or parcel of land or premises into which Potomac water has been or shall be intro- duced, and shall be considered in any sub- sequent subdivision of such property as having extended to a depth of not exceed- ing 100 feet from the front of said lot or parcel of land; and, provided further, that said water-main tax or assessment or re- assessment shall be due, payable and col- lectible ‘on each lot or parcel of land or premises on and after the date on which the connection is made from the water main to the said lot or parcel of land or prethises. “Sec. 3.
