Mr. Cowen indig- nantly repudiated the idea that Mr. Gom- pers or Mr. Morrissey in any way repre- Sented the employes of the Baltimore and Ohio railroad. The publication of the complete lists, informing every community of the men who are drawing pensions, would, it is argued, shame some of the well-to-do dependents on government bounty into the surrender of what the law was not intend- ed to give then: But a second step, more important than the publication of tke names of all pension- ers, is contemplated. It is proposed that a force of inspectors or special agents shall be organized to canvass county by county and verify the lsts, reporting all cases where men of means have obtained pen- sions under the dependent act. This would be an enormous work, but the bureau offi- cials believe results would justify it. There are now 1,000,000 pensioners on the rolls. Veterans who do not come within the in- tent of the dependent act, seeing how easily their neighbors, who are as well off as they arc, have added the $12 a month to their incomes, are now applying for the same recognition. To reject these thou- sands of new applications and to permit those who have no more right to dependent ox pensions will be manifest injustice. The alternative is plain. Either the govern- ment must purge the rolls of those falsely classed as dependents or it must continue the unjustifiable interpretation of the law. Something like a crisis in the pension sys- tem is at hand. Those officials who know most of the workings and conditions of the present system are most outspoken for re- forms.
