it THE NEW POLICE MANUAL Instructions for Guidance of the Officers When Making Arrests. Directions Given for Care of the Steck Injared—The Work Nearly Completed. The new manual for the use of the mem- bers of the police department, heretofore mentioned in The Star, will soon be in the hands of the printer. Commissioner Ww has already approved of most of Its provisions and will in a few days pass upen the few remaining paragraphs. As heretofore published in The Siar, the new rianuz! will contain more lengthy instruc- ticns than any previous manual, and ex- tracts from the laws and decisions tntend- ed to guide the officers in the matter of making arrests will also be embodied in the instructioas. Probably the most important feature of the new manual will be the lengthy direc- tions concerning the care of sick and in- jured persous while waiting for an ambu- lence. Rates to Be Observed. Ne These instructions will be as follows: Keep cool—prevent as far as possible snything from exciting the patient. Act promptly and; quietly, but not hast- fly. Keep the crowds back and give the pa- tient an aburdance of fresh air. Do not allow the patient to be annoyed by unnecessary questions or handling. See that the patient is placed in as comforta- bie a position as possible. Notice carefully all the particulars sur- rounding the case—the patient himself and everything that might be of evidence if cailed for, the position of patient as to €welling, &c., any articles lying near, whisky flask, bottle labeled laudanum, pis- knife, condition of ground, &c. Give special attention to the patient him- self—his attitude, clothing, location of in- &e. 3 can all be done quickly im- mediately upon arrival upon the scene and i not interfere with rendering prompt The patient should te made to le down on ik. unless the injury prevents, with his lower extremities extended and his arms by his side. If he seems faint his bead should be lower than his feet—if there of faintness the head may be raised a little and turned to one side. If the jent is insensible he should be carefully watched, and in case of nausea turned to one side. All tight articles of clothing should be lccsed—belts and cellars particularly need attention. Do not think it necessary to administer Stimuiants in every case. At times this is injurious, es; éeizlly when there has been any bleeding. The remarks of “B" warrant more than passing notice, as the sentiment of a vast majority of our cod citizens is therein expressed, and it represents that class of humanity that is compelled to toll incessantly during the day for a livelthood, and are therefore de- prived of the opportunity to avail them- felves of a portion of the great amount of useful and valuable knowledge stored in our very midst. The writer is one of the vast multitude, and his onty ‘branch left to build upon has now been shattered and tern by the edict that no more books shall be taken from the library, although suffi- ciently protected by a cash deposit. This rule does not appear to be equitable, and it is to be hoped that Mr. Young will so modify the rules and regulations so as to enabie his more unfortunate fellow-men to enjoy some, at least, of the advantages of education falling within his jurisdiction. I trust The Star will see the value of a modification of the present regulations and use its influence in having abolished the objectionable features, and thus give the Basses an opportunity at economics, sci- ence, literature, aistory, etc., adding ten- fold to their education and advancement.
