The naval board on the reorganization of the personnel of the navy resumed its ses- sions in the office of Assistant Secretary Roosevelt yesterday. The principal business on hand was the consideration of the re- ports of the subcommitte to which had been referred various branches of the main question, As has been already stated, the board has practically agreed to Sessions favor of the amalgamation of the engineer corps into the line of the navy. thereby put- ting the latter on a plane of equality in the matter of rank and responsibility. There is considerable difference of opinion, however, as to the best method of accom- plishing this result without embarrassment or complications. Col. Heywocd, commandant of the Marine Corps, appeared before the board yesterday by invitation and gave his reasons for op- pesing the plan of a similar absorption of the Marine Corps. It is understood that the argued that the Marine Corps was of greater benefit to the naval establishment as at present organized than it could be if me-ged into the regular navy. On the other hand, it is understood that the members of the pay corps would like to be transferred to the line, and feel slighted that they have not received equal consideration in this matter with the en- gineer branch of the service. Assistant Secretary Roosevelt, president of the board, desires to have the entire matter in shape for submission to Congress early in the session. —_—_—_—__-+-e-____ SIGNS AN ORDER. Judge Cox Passes Upon Case of Moses vs. Tyler. In the case of Arthur C. Moses et al, against Richard K. Tyler, Judge Cox has signed an order which decrees that each of the complainants is entitled to have and recover from the defendant the sum of $1,100, with interest from July 3, 1888, on or before the 30th instant, provided, that defendant have the right to withdraw from the registry of the court and hold certifi- cates 15 and 16 of stock of the Automatic Protector Company, deposited in court by the complainants, the defendant to pay one-half of the costs of the suit. Detective Weedon arrested Emory Black- burn, a young colored man, and locked him up, this morning, on a charge of having robbed his employer, W. A. Lyon, a dentist on H street. It is charged that he has been stealing gold intended for filling in teeth and selling the nuggets at a pawnshop. lt
