In a letter to the Commissioners today he says: “The observations of magnetic force ear- ried on regularly at this observatory for many years past have been rendered prac- tically useless of late by disturbance ed by the proximity of the Tene electric railway. My attention has been called to a report by Inspector Allen of the street lighting department on electrolysis of water mains, I have been carrying on some observations here with a vi to lo- cating the direction and force of local dis- turbances, and an investigatfén of the whole subject fs now being made. Difference in Potential. “As I understend that Mr. Allen's report is not printed, I should esteem it a very sreat favor if you could give me a state- ment of the difference in potential between the water mains and the rails of the Great Falls railway, the Glen Echo railw y and the Georgetown and Tenleytown railway, determined by Mr. Allen's Investigation, “I further urderstand that it is contem- plated to insist on a return wire for elec- tric railweys, preventing the grounding of these powerful currents. Should such an intention be carried into effect it would probably remove the cause of disturbances affecting our instruments, and its results would be directly beneficial to science. Pernicious Effects. “The present site of the naval observa- tory was chosen only about fifteen years ago, because ‘t was believed that the loca- tion itself and the extent of the grounds were a perpetual guaraniece against the disturbances of commerce and trattic. James Long Scott, formerly of Hammonton, N. J., who died while acting as a missionary in India, were granted to Anna Scott, a stepdaugh- ter, yesterday, by Deputy Register of Wills Irwin. The estate is valued at $3,000, and is divided among the immediate relatives of the testatrix’s family. Attached to the petition for letters are two wills, part of each being written in the Hindustanee language and in the “Scribe’ dialect. Both wills are rather unusual in their phraseology. They were written at different times, and owing to the illegibility of the last will it was rejected and letters granted on the earliest dated instrument, which is dated at Futtehgurh, India,Christ- mas day, 1863.
