THE ITEMS EXPLAINED The annual estimates for the support of the girls’ reform school were received by the Commissioners this morning from Vice President Strong of the institution. They are as follows: Salaries—Superintendent, $1,000; matron, $500; two teachers at $480 each, $960: over- seer, $720; engineer, $480; night watchman, $365; laborer, $00; treasurer, $0; total, Maintenance—for fuel, soap, ofl, lamps, candles, clothing, shoes, forage, horseshocing, medicine, medical attendance, hack hire, transporta- tion, labor, freight, furniture, lumber, beds, bedding, sewing machines, fixtures, books, stationery, horses, vehicles, harness, cows, pigs, fowls, stables, sheds, fences, repairs and other necessary items, $6,000. Improvements—For addition to main building, ninety or more cells, $50,000; for painting exterior and interior of building, $1,200; for cementing floor of cellar, $0) storage house for vegetables, etc., $2,500; total, $65,225. Deficiency appropriation—Salary of treas- urer of the schooi from July 1, 1896, to June 30, 1897, at the rate of $50 per month, to be available at once, $6 The Estimates Explained. In the annual report of President Endi- cott to the Attorney Generai he has ex- plained these estimates as follows: ‘New building: On behalf of the tr of the school I desire to emphasize aj the necessity of obtaining from © additional appropriations in crease the efliciency of the enable the trustees to run the in upon a more economical bas! will appropriate $50,000 uinety could Le added to the schooi; no additi force would be necessary to run the s except, possibly, teachers. Cong: is asked to appropriate $1,200 to enable the trustees to do painting. If persible this should be available at once. Need of Pasturage. “Pasture for cattle: There is no place at the school upon which to pasture our cattle ard horses. If Congress will grant for the use of the school ten or fifteen acres t land in that neighborhoud it us greatly. ing cellar floor: When the build- ing wa nded over to the trustee the cellar was not cemented, and in the winter of ISM4 it concreted by the men upon the place. The cement had not worn well and is in bad condition. It should be re- moved and the brick floor which is undcr- neath should be covered with Portland cemeat. Estimates which have been made show that to do this will cost #5 for which an appropriation is asked “Storage house: As will be seen by the report of the superintendent, the farm is at present in excellent condition, and a suitable building to store winter vegetables 1s badly needed. Congress is asked to ap- propriate $2,500 to construct such a build- ing. which will be a great econom vegetables rais id because there is no place where they can be stored in winter. Question of Treasurer's Pay. “The office of treasurer: In accordance with the law establishing the school, a treasurer was appointed by the tr which appointment was approved by the Commissioners of the District of Colum- bia December 18, 1 on condition that no liability for a salary be incurred until an appropriation is made therefor by Con- pre: In the general deficiency bill the following will be found under the heading, ‘Di t of Columi Reform school for girls: To pay the 'y of $50 per month from Congress has made no appropriatio! urged by the trustees that in the first de- ficiency bill passed by Congress an ap- propriation of $4) be made, to be av. at once, to pay the treasurer from July 1, 1896, to June 30, 1897; t year ending June 30, 1898, an appropria- tion of $25 per month be made from July 1, 1897, to June 30, 1898, which is asked in view of the fact that Congress appropriated only $300 to pay the treasurer. This ap- pears to be In direct violation of the law made by Congress itself, which states (sup- plement to the Revised Statutes of the United States, vol. 1, p. 596) that the board of trustees have authority to appoint such officers, agents, teachers and other em- ployes as may be necessary, and to fix the rate of compensation of the same, sub- ject to the approval of the Commissioners of the District of Columbia. Required to Give Bond. “For the year ending June 380, 1899, Con- gress is asked to make an appropriation of $600 to pay the treasurer. Before entering upon the duties of her office that official was obliged under the law (sup. Rey. Stat. S., vol. 1, second edition, p. 101, chap. %), sec. 4), to give a bond to the United States, with two or more sureties to be approved by the first controller of the treasury, in the sum of $20,000, conditioned that ‘she shall faithfully account for all the money received by her as treasurer. “Unless these appropriations are made the trustees are in danger of finding them- selves without a treasurer, as it is not reasonable to suppose that any one would long continue to disburse funds when it is uncertain whether any salary will be paid, or, if paid, is at variance with the com- pensation fixed by the trustees at the time of employment, and is wholly inadequate to the work which a treasurer is obliged to perform and entirely out of proportion to the bond required by the government, the premium on which bond, if taken by a surety company, would Le nearly half the salary as now appropriated by Congress.” ees Lineoln Corps Memorial Services. Lincoln Corps, W. R. C., at its next meet- ing will hold memorial services in memory of the late Mrs. E. Florence Barker, the first national president of the organization. Mrs. Berker was devoted to the old soldier and to G. A. R. work, and was indefat- igable in her efforts to advance the inter- ests of the W. R. C. At the last meeting of the corps $25 was appropriated to the fund which is being raised to erect a monument in this city to the memory of the soldiers who carried the musket. Lincoln Corps is the first one to subscribe to this fund. A large sum was also placed in the hans of the relief committee to dispense in char- ity, as the calls for relief are frequent and numerous. ‘The second of the series of social reunions of the crops will occur November. 10. © —>—__ It matters little what it is that you yant—whether a situation or a servant—a “want” ad. in The Star will reach the person who can fill your. need. 924, 926, 928 7th, Tunning through to 704-706 K st.
