The gathering last evening, which was held at St. Margaret's Pro- testant Episcopal Church, Connecticut avenue and Bancroft place, was the first to be held this year with the “International Convention” as the topic for discussion, but another has been arranged, to take place some time during the month of August, when more of the convention in detail will then have been learned, and those who are expected to go as delegates will have been selected. At the meeting last evening there were two stated speakers on the progtam, Messrs. Albion K. Parris of Christ Church, West Washington Chapter, and Mr. P. G. Melbourne of St. Andrew's Chapter. The former speaker dwelt more on the effects of former conventions as viewed from @ statistical standpoint, while the latter told about the spiritual effect of conventions. Conve! pmo at Buffalo, The coming convention, which is to be held at Buffal> from the 13th to the 17th of October, will be the twelfth annual (or the United States, and the first international convention. This international convention 1s the outcome of a suggestion made to the convention of 185 by the brotherhood in Canada, but as there were only brother- hecds in that country, in the United States, in Scctiand end in Australia it was felt that the gathering should be truly inter- national, and consequently representatives were sent abroad to organize a brotherhood in the Church of England, though there had been isolated chapters in that coun- try. The representatives were very suc- cessful in their effort, and since then @ brotherhood has been organized in the West Indies, and there are scattered chap- ters all over the globe. The English Brotherhood will probably be represented by its president, George A. Spottiswoode, one of the leading laymen of England, and he will probably om- panied by several other laymen, the Earl of Nelson, a descendant ng land’s admiral, and Lord Hugh Cectl, @ member of parliament and the youngest son of the Marquis of Salisbury. A few laymen are also expected from tland and from the West Indies, while there may be one or two from Australia. Dean of Westminster a Speaker. Among the speakers will be the R Charles Gore, D.D., dean of historic We minster, and a leader in the study and cussion of social subjects. The lord bishop of Rochester, Right Rev. Edward Talbot, D.D., is also to be present and officiate at the central service of the convention, the corporate celebration of the communion. Bishop Talbot's diocese includes the whole of South London, and through hi sive work in connection with it he come known as one of the clearest of the Englisn clergy. There will probably be from fift dred to eighteen hundred men present at Buffalo, and of this number twelve hun- dred of them will come from the United States. The Buffalo committee is making complete arrangements for the convention. The services are to be held in St. Paul's Church, and the public meetings and con- ferences in Musi Hall. The convention has the hearty approval of the bishop of western New York, Dr. Walker, and, judg- ing from the replies received from circular letters sent to the two hundred and fifty bishops of the Anglican communion throughout the world, possibly two or three distinguished clergymen from the West Indies and Australia may attend. > JAPAN SEEKS EUROPE’S AID. Its import- ence is heightened by the manifest ind!- cations it bears of being “inspired,” for enly those in the inner circle of Japanese affairs could possibly have given our co temporary any idea of the object which has caused the Marauis Ito to come to Paris at this particular juncture. The ar- ticle is, In part, as follows: “Marquis Ito has been in Paris since the day before yesterday. The astute, energetic and very amiable diplomatist is now busy dealing with the delicate sit- uation created in Japan by the pretensions of the United States in the matter of the annexation of the Sandwich Islands. It appears that he has come to Europe to protest most energetically in the name of his government against what he calls an usurpation big with dangers, and he le- clares to bis friends that Japan, which has had to struggle against greater difficul- ties at the time of war with China, will go on to the end with the United States. “We must not therefore be surprised if one of these days we have to announce a rupture of the relations between these two countries in the case the annexation projects are maintained, This would not probably mean a declaration of war, but it would be the beginning of hostilities more or less open, the result of which would be harmful and which might Lave in store surprises of all kinds, for 30,000 Japanese, almost all veteran soldiers, are already living in the Hawalian Islands, and the natives of the country hardly num- ber _as many. “The object of the Marquis Ito's jour- ney is to point out to Europe—rather too absent-minded, according to him—the peril of this annexation, to which *his vicorous Japanese people—which is still under: the spell of its victory—is opposed to the ut- most.” ——____+«+____ PRESENTED TO THE HELENA. Senator Carter Bestows the Silver Service Donated by Montana. The elegant silver service donated by the citizens cf Montana to the gunboat Helena, named in honor of the capital of that state, was formally presented to the vessel Satur- day evening in the preseace of a distin- guished c-mpany. The ceremonies were simple and brief, but most effective. Sena- tor Carter presented the state’s donation in an appropriate address, and it was ac- cepted by Commender Swinburne on behalf of the officers and crew of the ship. Short speeches were aleo made by Senators Hoar and Hawley. A salute of twenty-one guns was fired and separate cheers were given for the state cf Montana and the city of Helena. President McKinley and Secretary Long sent letters regretting their inability to attend. A section of the Marine Band was pres- ent and furnished lively music for the oc- casicn. After the presentation,which took place oa the vessel while she was at anchor in the channel off 7th street, the vessel made a short run down the river. during which a light banquet was served. Among those it, in addition to those diready named, were ‘Senators Shoup, Pen= rose and Allen, ald
