The bonds which the mortgages are to secure are to be dated December 1, 1896, and are payable, one-half June 1, 1941, and the remainder June 1, 1947, bearing 5 per cent interest. Under the terms of the first mortgage the Columbia and Maryland Company assumes all of the obligations of the Baltimore and Catonsville Construc- tion Company, which had the contract to build the road. As is well known by the readers_of The Star, the work of construc- tion was abandoned when the road went into the hands of receivers, and it is under- ; stood that new contracts will have to be | | made for the completion of the line. A Trustee Appointed. Mr. Wiliam L. Marbury, now acting United States district attorney, at Balti- mcre, has been appointed trustee to carry out the terms of the new obligations, which provide that the company shall be author- ized to consolidate the Eckington and Sol- diers’ Home and Belt Line rallways of this city with the Edmonson avenue, the Catonsville and Ellicott City electric rail- way, the Baltimore and Washington Com- pany and the Baliimore and Washington Turnpike and Tramway Company, and it is stated in one of the mortgages that this has been effected. As security for the mortgages the com- pany pledges its property and franchises, ‘including 10,625 shares of the stock of the Eckington and Soldiers’ Home Railway Company, a controlling interest in the Belt Line, 200 shares of stock and $430,000 in bonds of the:Maryland and Washington Railway Company of the District of Co- lumbia, and stock and bonds of the Catons- ville Short Line. Original Mortgage Surrendered. The originai mortgage, which was issued some months ago, and was held by the Central Trust Company of New York, has been surrendered by that company, and the new bonds are to be issucd to enable the reorganization cominittee to carry out the plans which have been formulated to com- plete the road. It is expected that active construction work will be recommenced at an early day, and pushed to completion as rapidly as possible. ——>__. PAID A VISIT TO THE JAIL. Grand Jurors Inquire ito Mi: ment of the Institution. The members of the grand jury yesterday afternoon paid a visit to the District jail for the purpose, it is said, of acquainiing themselves with the conduct of the prison. ‘The visit of the jurors was not directed by the Criminal Court, under the instructions of which tribunal they act, and it had, it is claimed, no connection with or relation to the charge of Lawrence Ball, a prisoner in the jail, that Warden Leonard, in his treatment of Mr. Elverton R. Chapman, bas shown him undue consideration and granted him unusual privileges, About every grand jury makes a visit to the jail, although Judge Cole several months ago informed the then existing grand jury that they were neither expected no directed to investigate the management | =| of the institution. The District Supreme | =) Court, the judge remarked, would investi- gate the prison whenever the-necessity for #0 Going arose, the court being responsible | for the proper conduct of the institution. 3 Warden Leonard had not this morning submitted to the court his answer to the complaint of Prisoner Ball, but may do so this afternoon or tomorrow. When he does so, he will state that Mr. Chapman is simply being accorded the same privileges that were granted Mr. Hallet Kilbourne, several years ago, when the latter was confined in the District jail because of his refusal to answer certain questions asked him by an investigating committee of the House of Representatives. The warden will deny that Ball has been subjected to any hardship, or that any un- usual discrimination has’ been made be- tween him and Mr. Chapman. He will re- fer to the declaration of Judge Cole in sen- tencing Mr. Chapman, to the effect that the court did not regard him as a criminal, and-Mr. Leonard will contend that he has fully carried gut the sentence by confining Mr. Chapman. It is not believed at the city hall that the District Supreme Court will interfere to any material extent, if at all, in the matter of Warden Leonard’s treatment of Pris- oner Chapman. oo ENTERTAINING MUSICALE. age- Tu a jaune Pupils of Mrs. Z. Cassie Myers and Annie Chinn, colored women who live in the “Division,” walked out of the Police Court yesterday released from the charge of vagrancy, although the court said that the testimony was against them. Policeman Kilmartin and Schuyler arrested them because they had refused to gfe information in a case involving a charge of theft against another woman. “They live in a disreputable house,” said one of the officers, “and are frequent visi- tors to drinking saloons.” The women made statements in their own behalf and Attorney Carrington made an argurrent for them. “The proof is that. they are disreputable women,” said the court, “and——” “Then,” interrupted the attorney, “I'll | |; call your honor’s attention to the informa- 2 tion.
