United States Senator Joseph H. Earle died at his residence in Greenville, 8. C., yesterday afternoon at 5:35 o'clock. He had been ill for several weeks, but until yesterday hopes were entertained for his recovery. Bright's disease was the trouble. His death is universally deplored. Jeseph H. Earle was born at Greenville, S. C., April 30, 1847. Having been left an orphan during his early childhood, he re- sided with his guardian near Sumter, 8. C., and attended the high schools at that place until he entered the service of the confed- eracy in the war between the states. At the close cf the war, while still a boy, he was a member of Charlie's Battery of Light Artillery, Johnson's army; soon after the close of the war entered Furman Uni- versity at Greenville, S. C., where he fin- ished his collegiate education; taught school for three years, and during that time studied law, and was admitted to the bar in 1870; in 1878 was elected to the leg- islature of South Carolina from Sumter county, and in 1882 was elected to the State senate from the same county; was @ delegate to the national democratic con- ventions in 188) and 884; was appointed by the latter convention a member of the committee to notify Mr. Cleveland of his nomination; in 1886 was elected attorney general of South Carolina, and was re- elected to same office in ISSS; in INW) op- posed B. R. Tillman as the ‘conservative democratic candidate for governor, and was defeated; in IN was elected to the office of circuit judge, which position he held when elected to the United States Senate as a democrat on January 27, 1897, to succeed J. L. M. Irby: received all the votes of the joint assembly except one, which was cast for George W. Murray, republican; took his seat March 4, 1807 Gov. Ellerbe will have to appoint a sue- cessor to serve until the general assembly meets next winter, when it will elect a sene ator for the unexpired term. The members of the Committee will leave for home afternoon. ee He Has Qualified as Chief Clerk of the State Department. Mr. W. H. Michael qualitied as chief clerk of the State Department late yesterday af- ternoon. The civil service commission had raised the question of Mr. Michael's eligi- bility under the civil service law, and the question was referred to the Attorney Gen- eral. That official gave an opinion to thi 2 e effect that Mr. Michael had been a bona fide employe of the interstate commerce commission, and as such could be properly transferred to a similar place in the State Department and promoted to the office of chief clerk without examination. In other words, the Attorney General holds that Mr. Michael's appointment as chief clerk is in ccnformity with the rules and regulations of the civil service commission. e+ MUST TAKE EXAMINATION, Persons Who Were Origin: pointed Confidential Clerks. Miss Blanche Baldwin, Miss Pugh and Mr. Farrow have been ordered to examina- lion with a view to their transfer to the | $1200 class in the Treasury Depariment. Miss Baldwin, who is the daughter of the auditor for the Treasury Department, Mr. Fi and rrow, who is the son of the auditor War Department, are now clerks the $1,800 class. Miss Pugh is the whter of Judge Pugh, who resigned the ctfice of auditor for the Navy Department a few weeks ago. 5S holds a $1,600 clerkship. The Senate committee on interstate com- merce met yesterday, and failing to agree upon any recommendation upon the poogl- ing bill adjourned. Senator Chilton moved the postponement of the question until next December, but no vote was reached on the motion. This Proposition was in accordance with @ let- ter received from the interstare commerce commission, recommending that no legisia- tion be enacted at present.
