To the Féitor of The Evening Star: The reasons why the Senate should pro- ceed with the utmost deliberation and cau- tion in their examination of this treaty are ample and cogent. The Venezuelan com- mission has not yet, after something like a year’s deliberation, given a decision upon the matters referred to it. Whilst, now, when one of the most important treaties ever laid before the Senate. has been scarce a week under consideration, there comes a clamor as surprising as it is mistaken, de- ,past hundred years is at the present mo- ment, and is likely to be for a century to come, needs not be said. Lord Salisbury knows very well, and we know equally well. The original position taken by the British government upon the Venezuelan boundary clearly shows that with it these lerritorial questions are not questions of international justice, nor of Bngland’s rights, but simply of the opportunity to get and the ability to hold. As an American citizen, therefore, I trust that the Senate wiil examine to the very uttermost, every article, provision, word, letter and dot, not only as to what the language of the treaty should mean, or. does mean in American law, but also what it can possibly be made to mean or cover by an Englishman under English law; and to be in no haste. Under a treaty the time may come when the “pound of flesh” has to_be surrendered. There are some things worsesethan war, and one is being bound hand and foot and delivered over to your enemy.
