Brett and Commissioner of Edu- eation Harris Give Their Views. At the afternoon session of the joint com- mittee on library yesterday, Mr. R. B. Hayes of Columbus, Ohio, secretary of the American Library Association, wus ex- amined. He is the son of the late President Hayes, and is prominentiy identified with library interests. He thought the entire business part of the library should be put into the hands of an executive officer, and the librarian ve dealings only with the literary of the work. He would reiieve the ian of the duty of making appoint- and choose the employes through rvice system. When questioned point, he said he did not know of where such a mode of selection and the American Library <Asso- has never made recommendation wn chat line. Crofiut’s Opinion. Mr. W. A. Croffut of this city addressed the committee in behalf of making the Con- &ress.onal Library a circulating library, as in former days, by the payment of a de- pesit fee of &. He thought the Congre ienal Library ought to be accessible to the eitizens. One-fourth of the books are noy- els, and never used as reference books Air. Croffut held that if a citizen is allowed to deposit $ and have access to the library, it w obviate the necessity for a free city library. He said the total number of bound vol- umes in the departments of this city, out- side of the Congressional Library, is S),- o He wanted them consolidated with the Congressional Library. In the course of his remarks Mr. Croffut said he had been informed by an official of the British Meseum that the Congressional Library is more symmetrical in its contents than the British Museum. What Gen. Harris Said. Gen. Harris of this city, commissioner of education, was next called before the com- mittee. He said the library of the bureau of education contained about 70,000 vol- umes. Kesidents of the city have access to the books. This is a nuisance to the bureau. He wculd like to dispense with 5.weo volumes and cut off the cliy clientele. That would leave the scientific library, which, he said, with respect to books upon educational subjects, is the richest in the world. In regard to the Congressional Library Gen.
