This source of danger naturally causes the banks to be careful not to accept any- thing which seems to be out of keeping with the person offering it as a pledge. They may in such cases refuse to make a loan or demand proof of ownership. Beyond this they cannot go. The low rate of interest charged gives them too small a margin to support a corps of detectives or delay very long over any single transaction. For the latter Paine’s celery compound has succeeded again and again where everything else has failed. the zinc it employs, rendered it impossible for the negotiators to ceme to an under- standing concerning that fraction of the frontier. It, indeed, seems unlikely that a decision concerning it will be taken for a long time, as the governments of both Germany snd Belgium claim possession of the mines of the “Old Mountain.” ‘That ts why that piece of contested territory has for tie last eighty years preserved its neu- tral character and its political independ- ence. Prussia and Belgium have each a com- missary, whose duty it is to intervene in case of difficulties arising; but that is a purely formal suzerainty.
