Je8-6t Parlor PARLOI AUTONOMY, Belief That the Administration Has an Understanding With Spain. Gen. Bradley T. Johnson, who is in Ha- vena as the representative of a syndicate of American newspapers, writes that it is repcrted from Madrid, and generally be- lieved in Havana, that the United States end Spain have arrived at an understand- ing in regard to the Cuban affairs that the former government shall intervene and in- duce Gomez and aceo and the Cuban republic to lay down their arms and ao- cept autoncmy on the basis of peace—the United States to be compensated for this service with a reciprocity treaty with Cuba, free government in Cuba and free trade with the United States. Although Impossible to obtain official ver- ication of this astonishing report, there are many people here who believe it has a sood and reasonable basis. These people assert positively that important secret ne- gotiations are in progress between the United States and the Spanish governmeyt for a settlement of the Cuban troubles, and that they have not yet reached a state of completion to justify their character being made public. It is also stated that the President’s desire to avoid any public an- nouncement that might jeopardize the suc- cessful issue of the negotiations In progress was the main reason why the executive in- formed the Senate that it was not compat- ible with public interests to inform that body of the correspondence that has passed in regard to the Competitor affair. cUnAN An Early Decision in Not Looked for by Justice brewer. The prediction by the Lordon Speaker of an early decision by the Venezuelan boun- dary commission respecting the boundary line between Venezvela and British Guiana is not shaved by those conversant with the facts In the case. Justice Brewer, the president of the commission, does not think the commission will render an opinion at an early day. The Venezuelan case, re- cently presented to the commission, was in the Spanish text, and this is being trans- lated into English, and but a portion of it has been received from the translators. The evidence contained in the Venezuelan side of the controversy may contain some facts which demand further investigation, which would be a factor in delaying the preparation of the report. Besides this, there is talk among the members of the commission looking to the securing of sum- mer quarters at some northern resort, which is another indication that the early decision is not at all likely. Minister An- drade of Venezuela does not look for a de- cision before the fal. . ——+e+___ Naval Officers to Be Ordered Away. A number of naval officers on duty in this city at present will be ordered away in the near future. Capt. F. A. Cook, as- sistant to the chief of the bureau of navi- gation, will be given a sea command. Lieut. Commander B. D. F. Heald of the same bureau will be transferred to the Naval Academy. Lieut. R. T. Mulligan has been ordered to the New York, Lieut. C. P. Perkins to the Wabash and Lieut. H. A. Field to the Monterey. ———- o—____. For Divorce. Lydia C. 8S. Creyke today petitioned for divorce from Rolf Creyke, the papers in the case being withheld from publication. Just then it was noticed that he was about to point the pistol at Sutton’s stom- ach, but Lieut. Amiss-and Special Officer Miles grabbed it in time to point it toward the ground and send the bullet against the bricks instead of sending it through the officer's body. vox On the way to the station McCauley re- peated his threats, and the officer, thinking he might have another weapon’ on him, searched him right there in the street and found on him the second revolver and the big knife. When the station was_ reached the prisoner changed his tune. He then cried instead of making: threats, and in- sisted that he had not ‘intended to harm the officer. But it was’ too late for him to repent. When Judge Miller had heard Lieut. Amiss’ version of the affair he wanted to know something of McCauley’s record. The officers all knew of him and his record, and Hack Inspector Graff said that his last arrest was made for: following the cashier of a theatrical troupe to rob him. The boy who was with him Saturday says he had done nothing wrong, but Me- Cauley had been telling him of how some boys had robbed stores for him, and how he had kept them in money and clothing. He said he had been treated to strong drink and cigarettes, and that McCauley had also treated him to a trip down the river. Since his last release from prison, the officers told the court, the prisoner has spent some time at the Hampton Soldiers’ Home, and since March he has lived in Alexandria. Judge Miller held him in $2,000 security to await the action of the grand jury. There was a charge of vagrancy and sus- picion against him, and this case was con- tinued for sentence. In default of bail the prisoner was committed to jail. -_ sa Disagreed to All Conference Reports. The House sat until 7:30 o'clock Saturday evening, and debated conference reports on the Indian, District of Columbia and naval appropriation bills, insisting upon its disagreement te all of them. the dear little wild Virginia rabbits, who have colonized in the Capitol and Agricul- tural grounds, and vainly tried to observe Ged’s injunction to increase and multiply and fill the earth. No sooner do they get a brood of young than the wild hobo cats who infest the grounds begin to prey upon them, and in a short time the whole family of young are spirited away. War should be waged upon these vaga- bend cats to complete extermination, and not only should the breeding of rabbits be encouraged, but squirrels should be intro- duced ard provided with quarters and pro- tected. What a godsend it weuld be to the dear little children who frequent the grounds, and who would frequent them in greater numbers, if rabbits and squirrels abounded there for them to feed and watch. A variety of squirrels might be intro- duced, as the northern black and red and the Virginia gray and uthern fox. A start might be made from the stock n at the zoo. OBSERVER. = Oleomargurine Cases. Because of the absence from the city of Judge Cole, District Attorney Birney did not call W. O. Lusby and Israel C. Kol- lock, convicted recently of violating the oleomargarine laws for sentence today. Judge Cole will not return until Wednes- day, and Mr. Birney will not, of course, ask’ that sentence be imposed on Lusby and Kollock until the judge returns. Sentence, however, will be Imposed on the men some day during the present week, Thursday or Friday, it is thought. : eae ee Incorporation Papers. The policeman said that the young man acted gentle and expressed a willingness to pay * damages he might © caused. In his own behalf the young man sald that the accident was unavoidable, and that he had his wheels under control at all times. “When I saw I could not get out of the way I called to the woman, ‘Look out,” he said, “and then the wheel I was riding struck her basket.” Judge Kimball, commenting on the case, said that riders of bicycles are in the habit of yelling “Look out” to pedestrians. The wheelmen have not the right of way at crossings, and they are the ones who should lock out.
