They were thoroughly con- vinced that the best interests of the city would be promoted by extending civil sery- ice over the District government, and they had so recommended to the President. Un- der the law, as it now stands, the Presid is unable to extend civil service, and it will require congressional legislation to do it. He said the Commissioners have volun- tarily adopted what is virtually civil serv- ice system, but they desire to have it re- ceive the sanction of law, and to make that which is now voluntary compulsory. He said the benefits which the District govern- ment has already derived from the form of civil service now in existence justify a con- tinuance of the policy under sanction of law. Mr. Edson’s Remarks. President Edson of the Civil Service Re- form Association of the District of Colum- bia told the committee how much in earn- est the people of Washington are in this matter. He said the sentiment was prac- ucally unanimous in favor of the extension of civil service to the District government. Various associations had recommended it, and President Cleveland himself had told Mr. Edson that he favored it, and was sor! that the present condition of the law would not permit him to make the extension him- self. Mr. Edson said that it was perhaps true that the recorder of deeds and the register of wills would not favor this leg's- lation, but their opposition was based uffon political grounds. Mr. Siddons Explained the Bill. Mr. Siddons, the framer’ of the bill, ex- plained its provisions to the committee. He entered into @ severe arraignment of the management of the recorder of deeds’ office, and declared it to be very badly con- ducted. He said the property interests of citizens are jeopardized by the errors made in this offices, and the errors are the result ot clerical appointme ade under the spoils system. He said the oifice of r ter of wills was not in as bad shape as that of recorder of deeds, but that the s¢ in this office could be improved under civil service rules. Mr. Siddons sald the Knishts of Labor are in favor of the extension of the civil service. President Woodward of the Washington board of trade told the committee of the strong sentiment existing in this comm nity in favor of the extension of civil ser ice to all possible branches of the gov ment. He said citizens are convinces that it would be to their best interests to have the District government offices placed un- der the system. He outlined briefly the ad- vantages which would accrue if this were done. Rey. Dr. Mackay-Smith, ex-Civil Service Commissioner Lyman, Mr. Edwin W and President Procter of the civil ser commission also briefly advocated the bill. ——$___- s+. __ PRESENTED TO THE PRESIDENT. A Plan to Establish an International Arbitration Court. President Edward G. Whitaker, Wm. D. Veeder and W. Martin Jones of the New York State Bar Association presented to President Cleveland yesterday afternoon the memorial adopted by the association recommending the establishment of an in- ternational cuurt of arbitration. The me- morial, which is a voluminous document, suggests that the proposed court shail be composed of rine members, one each from nine independent nations, and each one to be a member of the highest court of the country he ohall represent, chosen by a majority vote of his associates on such tri- bunal. Bach judge thus selected is to hold office durirg hie iife or the will of the court selecting him. The court thus con- stituted shall make its own rules and be open at ull times for the adjudication of controverted questions arising between any two or more independent nations, to be submitted by a trea etween such pow- ers to the court, which treaty shall contain a stipulation that all partics to it shail conform to whatever determination the court shall make of said controversy. Provisions are also suggested by which independent nations rot represented in the membership of the court may take advan- tage of its powers. The memorial p2titions the Pr enter at once into negotiations w governments of Great Britain, Fra many, Russia, the Netherlands, co, Brazil and the Argentine Republic for a@ union with the United States for the pur- pose of forming such an International court. The memorial was accompanied by a detailed discussion of the features of the Proposed plan. . —_——.——_ THE CARE OF THE TREES. dei Col. Wilson Defines Where His Re- sponsibility End: Col. J. M. Wilson, in charge of public buildings and grounds, would like it under- stocd that the District Commissioners alone have jurisdiction over the trees on the side- walks of the city, and that his responsibil- ity for the care and control of the parks and reservations of the District ends at the building line. He is constantly in re ecmplaints about the trimming of t the streets and avenues, and is subject to all sorts of criticism therefor, when, as a fact, the work complained of was done under the orders of the Commissioners, entirely inde- pendent of his office. Col. Wilson says he is willing to assume full responstbility for everything properly falling within the line of duty, but beyond that he does not care to go. He suggests that time and worry will be saved if all communications in re- gard to trees on the streets and avenues are addressed to the District Commissioners in the first instance, as that is their ultimate destination when improperly addressed to him, ——— KOLLOCK DECLARED GUILTY. Verdict Against Another of the Oleo- margarine Dealers, After considering the case about twenty minutes, the jury in the case of Israel C. Kollock, charged with violating the oleo- margarine laws, returned a verdict yester- day afternoon of guilty as indicted. As ex- Plained in The Star, Kollock, engaged tn the grocery business at 4th and A streets southeast, was charged in one indictment with having sold to Florence Davis, a young colored woman, last January half a pound of oleomargarine as and for butter without having properly Jabeled the stuff, and in the second indictment with having engaged in the business of a retail dealer in the mixture from the Ist of last December until the date of the indictment without license. Kollock was released on bail to await sen- tence. He is the third of the recently in- dicted parties to be convicted. — For 2 Receiver. A petition was filed in the Equity Court yesterday afternoon by George B. Rose and others praying that a recelver be appointed for the Granite State Provident Association of Manchester, .N. H., the complainants claiming that David A. Taggart has been appointed assignee of the association by the New Hampshire courts.
