At the Shoreham last night were gathered together a goodly number ef men who claim the National University as their alma mater, the occasion being the annual banquet of the Alumai Association of that Institution. Representatives of the three departments of the ur ‘sity—bachelors, masters and doctors of law, doctors of medicine and doc- tors of dental surgery—commingled in pleas- ant reunicn, and renewed acquaintances formed in student days. When full justice had been done the menu, and letters of regret had been read from the chancellor of the university, Judge Arthur MacArthur, and Judge John Goode of the law faculty, chairs were pushed back and attention given the speakers of the evening. Mr. Lyman acted as toastmaster and made a few prefatory remarks, greet- ing the members upon their reassembling, after a separation of several months, and briefly mentioning the advantages of an assc tion for maintaining good will and fellowship among the alumni of the institu- tion in whose welfare all present were so much Interested. i He then intrcduced Justice Cole, announ ed to speak to the sentiment “The Judge. After a few pleasantries, Judge Cole pro- ceeded ably to controvert an argument re- cently brought to his attention wherein it was urged that the tudiciary was usurping power and overstepping Its legitimate func- tions when it declared an act of the legis- Tatu void because unconstitutional. Identity of the Thief Who Robbed the Chilean Legation. After several months’ Ccorrespendence with the Mexican autores the_ police have succeeded in identifying thé man wanted for the $6,000 robbery of diamonds from the house of the Chilean minister in April. His identity was made in the way that many crooks are captured—through a woman—and today Inspector Hollinberger mailed circulars to the police department in all sections offering a reward of $300, as follows: “Carlos Cardoso Ramos (alias Joseph Brauer, alias Charles Steiner). Born in Colog:.e, Germany; twenty-six years old; 5 feet 6 or 7 inches high; medium build; sallow complexion; light chestnut-brown hair; blue eyes; small light"mustache (may be shaved off); long sharp ncse: large prominent ears; medium size mouth; thick lower lip; receding chin; upper front teeth overlap each other; three moles.on the right arm and two on the left; walks pigeontoed; quiet in his manners; speaks broken English, also Spanish, Italian, Port- uguese and French fluently. s “Wanted for the ny of the following described jewelry from the residence.of the Chilean minister in this city on the night of April 15, 1895: Necklace, set with about 90 pearls and 90 diamonds, alternately; breastpin,. large reund pearl, surrounded by diamonds, and a solitaire pearl pendant attached; ladies’ gold bar pin, set with a sapphire, diamond and ruby; gold chain, with shell bracelet attached; long gold pin of ‘Esmail Amor- ette;” large topaz pin, design of an eg ladies’ pearl pin, design of a pheasant, diamond crescent pin; pair 6 pearl ear- rings (very long); child's watch, black enameled, small ~harms attached; pair of topaz earrings; gentleman's scarf pin, large pearl, surrounded by diamonds. “Tris Jewelry is valued at $6,000, and the owner offers a reward of $300 for its recov- ery and the arrest and delivery of-this man to any officer (who will be sent for him) of this jurisdiction.” The information concerning the identity of the fugitive, who was employed as stew- ard in the house for only a short time, came through a man krown as John Col- lins, who served time in prison in the City of Mexico, where Ramos was confined in 1891. Collins and Ramos were friends, and during their confinement together Ramos was visited by a female. When he was released, in 1892, he left Mexico, but the woman remained there and continued to visit Collins, who was serving a long sentence. Soon after Senor Don Gana, the Chilean minister, was robbed Ramos wrote to tris woman, whom he had left behind, to meet him, and she in turn showed Collins the letter. Collirs, anxious to secure his liberty or $100, gave some information concerning the letter, and soon the police department here corresponded with the authorities in the City of Mexico. The Chilean minister also took part in the investigation, and the de- sired information was obtained only a few days ago, together with a copy of Ramos’ photograph, which was taken in the City of Mexico at the time of his arrest in 181. The printed circulars sent out contain the man’s pkotcgraph, and the police have some hopes of apprehending him. ———— SOUTHERN INDUSTRIES. Development of Ratlronds and the Erection of Manufacturing Plants, From the Manufacturera’ Record. Special reports show the projection of a number of railroad enterprises in the south; some for lines of considerable length, but the majority for short extensions or for con- necting links between important system: There is considerable activity in the proje tion of electric railways, and especially in and around Baltimore, where a number of important lines are to be constructed. In cotton mill matters there have been re- ported during the week a proposed addition at a cost of $125,000, to a Virginia mill, which will make it one of the largest mills in the entire south; a $300,000 cotton mill company incorporated in Texas; a $40,000 rope and cotton factory enterprise in Ala- bama; the enlargement of two North Caro- lina miils and one in South Carolina, and a proposed 10,000-spindle mill in North Caro- lina. A $100,000 cottonseed oil mill is pro- jected in Texas; a 30-ton ice plant is re- ported for Mississippi; a 10-ton ice plant in Louisiana; a rice mill and electric plantin the same state; a bicycle factory and flour mill in Kentucky; a $50,000 gold mining com- pany in Georgia; a $25,000 umber company in Virginia; two oil-boring companies, one of $400,000 and one of $500,000 capital; coal mining and a roller mill enlargement, in West Virginia. “s -—___+ e+ ____ AUCTION SALES OF REAL ESTATE, &c.
