Archbishop Walsh Supgests Steps for the Home Rulers. TORONTO, Ont., October 17.—Archbishop Walsh, who recently returned from Ireland, has addressed to Edward Blake, M. P. for South Tyrone, a letter on the question of Irish home rule. After expressing regret that the state of Mr. Blake's health pre- verted him accepting a reception from the citizens of Toronto, he asks: “How ‘s the success of the Irish cause to be obtained? How are the Irish national fomees to be focused into a great center of strength and power? ‘It seems to me,” he continued, “that to the solution of this problem Irish patriot- ism and Irish statesmanship should now cevote themselves. Surely Ireland must still have the power and vitality to shake oft from her the fatal dissensions that have of late preyed upon her and threatened the extinction of her national life; surely she must not allow herself, like a derelict ship at sea, to drift about aimlessly and hope- lessly, a prey to the waves and storms of angry passions internecine feuds.” He continues: “My suggestion is this: Let a great national convention be held in Dub- lin, composed of chosen representatives of the clergy and people of Ireland and of an advisory representation of the Irish race abroad. In the convention let Ireland speak out her mind. Let not her voice be like @ broken musical instrument, emitting dis- ecrdant notes and jarring sounds, but let it, on the contrary, be clear, loud and em= phatic, insisting on unity and condemning faction. Let her point out and uphold the parliamentary representatives whose meth- cds and conduct she approves, and let her mark out and condemn those whose intoler- ance of controi and personal jealousies and animosities have done so much to break the unity and waste the strength of the na~ tional party.” . To this letter of the archbishop Mr. Blake replies by deploring the want of unity in the Irish, more especially at a time when they are facing a government ‘which de- nies the right and the capacity of Irishmen to direct their own affairs and the safety to the empire of home rule for Ireland, and which declares for the policy of- perpetual legislation and administcation of purely Irish affairs from Westminster. “It seems to me,” continues Mr. Blake, “our duty not only to maintain and strengthen the position of Irish home ruie, but also to insist that those in power shall attempt to discharge the responsibilities such a policy involves. Those responsibili- tles are enormous. The Irish land question, with its numerous ramifications, retains, even by the acknowledgment of the adver- sary, the foremost place in the legislative. progrem. But Irish rural government, Irish municipal franchises, Irish education, Irish fiscal and financial relations and other im- portant questions should also be pressed to the front.” - ——e Trial of Julio Sanguilly. In the trial of Gen. Julio Sanguilly, an American citizen, on the charge of re- bellion against the Spanish government, the attorney general, Senor Enjulo, In con. cluding his argument at Havana yesterday asked that the sentence of imprisonment for life be imposed apon the prisoner. The defense of the prisoner is not yet known, Julio Sanguilly was arrested in February last, with Aguirre, Ramon Perez, Trujilio and others, and was incarcerated in th¢ Cubanas prison on the charge of having rebelled against the Spanish government, Sanguilly fought with zeal and courage during the revolt of 1868 and rose frour a private soldier to the rank of general. —— x The Indiana’s Preliminary Ran.
