CROSBY Ss. jOxES.-...- THE EVENING STAR hasa a regular and permanent circulation much more than the combined circulation of the other Washington dailies. As a News and Advertising Medium it has no competitor. t7In order to avoid delays, on ac- count of personal absence, letters to THE STAR should not be addressed to any individual connected with the office, but simply to THE STAR, or to the Editorial or Business Depart- ments, nccording to tenor or purpese. No more*sensible order could be issued by the Commissioners than that which has just been promulgated providing a sort of Prob; nary term for all appointees to positicns under the District Government. As is sta elsewhere in The Star today, the Commissioners are at all times subject to great political and personal pressure to make certain appointments, regardless of the exigencies of the public service, or the fitness of the individual applicant. This has alwcys Icen one of the weakest points in the entire local system of government, and fs also one of the chief reasons why the principles of true civil service reform should be at once applied to the municipal Offices. If the Commissioners can sustain this order absolutely and weed out of their Places men who have beer appointed, if they show themselves ircompetent, they will greatly be: it the service. It is to be ing mobs and other men to join them is the fear that through some delay in the law adequate punishment will not be meted out to the offender in time to make the execu- tien of the extreme .penalty a sufficient lesson to other possible law breakers. Of course much of the motive that inspires a lyrching is atttributable directly to the fleree rage and resentment that spring up in men’s minds when their near friends or relatives are injured, especially by brute force, and doubtless most of the lynching that has been done in this country has been occasioned by this swift, unthinking desire for vengeance. At the same time, the Mt. Sterling episode shows that the promise of a speedy trial may some times effect a change of purpose in the men who Gather to take the law into their own hands and it would perhaps be well if law- mekers throughout the country,_and espe- cially in those sections that are most fre- quently the scene of lynchings, should take heed from this incident and amend the | statutes of their states to provide for the speedy trial of prisoners charged with mur- der and similarly serious crimes. Whatever may be the proper function of capital pun- ishment, whether as a mcde of legal re- venge or as a frightful example to warn others, it is to be feared that it often loses its value by long-deferred execution just as the law loses its force with every as- sault made upon it in the form of lynching. At the same time the trial should not take Place so scon after the crime that a fair judgment is made impossible.
