Advices to the surgeon general of the marine hospital service indicate the ape pearance of an outbreak of cholera at the raval station of Moji in southern Japan, but the United States sanitary inspector, at Yokohoma, reports that such strict meas- ures for repression have been adopted that there is very little danger that the disease will spread. “I may say,” he adds, “that in the military and naval posts, not only are the regular quarantine and sanitary laws applied, but they are backed up by a specially stringent code, administered under the war and navy departments. The Japanese government fully recognizes the imminent danger of the importation of dis- ease with returning soldiers, sailors, and, above all, through the large bodies of coolies, which are employed in army trans- portation, and have taken such measures as seem best adapted to meet the emergency. The danger is, undoubtedly, a grave one. Cholera is practically endemic. In more than one Chinese city all the maladies which so often follow in the train of war and famine are of possible occurrence, and the distance between the Chinese and Jap- anese coasts is covered in but a very few days. I regret to say that I have official information of the appearance of several cxses of the plague at Hong Kong. The recrudescerce of this disease with the ad- vancing spring has been confidently ex- pected by all familiar with the history and laws of this malady.” The United States consul at Canton re- ports that the plague, which was prevalent there last year, has not made its appear- ance this season, but he says that with the changeable temperature of spring, there is, as usual at this season, much sickness of a fatal character among the destitute natives. The London Times has a dispatch from Kobe, dated April 26, saying that there is no mistaking the fact that there is evidence of a serious crisis in the relations between Japan and Russia. But, the correspondent adds, the Japanese press has been forbid- den to refer to it, and four newspapers of Tokio, including the semi-official Nichi- Nichi, have been suspended for reporting the fact that a secret council of the min- isters was held. The other newspapers, in which references to the crisis appear, are defaced. Continuing, the Times correspondent says: - “Information has been received here from a reliable source at Hiroshima that the ministry haye adopted a resolute attitude against Russian dictation. Opening the Tenth Annual Mecting of the Southern Conference. The tenth annual session of the southern conference of Unitarian and other Christian churches began in Baltimore last night with an ordination service at First Inde- pendent Christ’s Church, corner of Charles and Franklin streets. The conference includes all the Unitarian and Christian churches in the southern and southwestern states. Visiting delegates are admitted from the middle states and north- ern conferences, The Washington delegates are Carroll D. Wright and Rev. Rush R. Sh!ppen. Rev. Joseph M. Seaton of Richmond, Va. was ordained a minister at the public serv ice at night. The ordination sermon was by Rev. The State Department has interested it- self in the capture of two young runaways from this country and their return to their parents. About a week ago the lads, aged nineteen yeurs, Gorden Thomas of Alexan- dria, Va., and Travers Harmon of Staun- ton, Va., ran away from their homes to- gether, and, making thelr way to New York, smuggled themselves on the Ward line steamer Yumuri, bound for Havana. Robert J. Thomas, the father of one o/ the boys, and a merchant in Washington, after tracing the fugitives, applied to the State Department for help. A cablegram was at once sent to the United States consul gen- eral at Havana requesting him to apply to the captain general of Cuba to have the boys turned over to him, and directing him to return them to the United States. The number of imraigrants which arrived in the United States for the nine months ending March 31 in each of the last three years is as follows: 1893, 259,560; 1894, 218,644; 1895, 140,980. Number of immi- grants debarred for nine months ending March 31, 1895, 1,438. The amount of mon- ey brought in by immigrants during the same length of time was $2,305,846. Al- though this amount was known to have been brought in, it is believed that the money secreted and undiscovered by the officials may have been several times that amount. Army Details. First Lieut.
