On this point Dana, through his Sun, is engaged in attempting to work ap a sentiment that will place him before the people as a martyr instead of a libeler. He objects to being “dragged off to Wash- irgton” to answer for his offense, and in- sists that his victim shall go to New York and seek redress, simply because the Sun is published in that city. A number of newspapers indorse Dana’s view of the situation, and their comments are eagerly cepied into the culumns of the Sun. It appears to us that the view taken by the Sun and those papers that agree with it is an intensely selfish one. Certainly the interests of the party libeled are as worthy of consideration as the interests of the libelous publisher. If it is an outrage to “drag” the publisher to the home of his libeled victim, there to answer for the charge, how much more of an outrage is it to compel the victim to go to the annoy- ance and expense of traveling perhaps thousands of miles, and eventually to air his grievances in a community of strang- ers, where, perchance, he might be laughed out of court, regardless of the justness of his cause. The brave and manly position to assume is that the newspaper is re- sponsible wherever it circulates, for the utterances contained in its columns. If a publisher desires to be amenable to charges of libel only in the community {n which his paper is published, he should restrict its circulation to that community. He should not desire to enjoy the privilege of libeling and lampooning people all over tne country, as the Sun has done, and then fall back behind the bulwarks of home protection and invite his victims to come to a possible hostile community and seek redress. Such a_ course is cowardly, and therefore Dana-like. But it is not the course that a brave and honorable news- paper should adopt. ——_—_-+e+-____ The Belt Tunnel at Baltimore. Construction work on the Belt railroad in Baltimore is completed by the engineer corps haying it in charge, and the road will be turned over tomorrow to the Baltimore and Ohio company, which will operate it. It was expected that the road would be opened for freight traffic April 1,but officers of the Baltimore and Ohio say this will be impossible. The difficulty in the way is the erection of the overhead electrical equip- ment, which is not yet completed in the tunnel. The attorneys for the Chickasaws and Choctaws have instituted proceedings in the court of claims to secure a legal in¢ terest in the lands known as the Wichita reservation. It is conceded by the petls tioners that the Wichitas will have a right to the lands they may take through allot- ments. The value of the lands involved in the sult is about $600,000. ——__—_—e. The Dry Dock at Port Royal. There has been a delay in the opening of the naval dry dock at Port Royal, 8. C., owing to the lack of dredging at the mouth of the dock, so that the coffer dam may, be removed and the caisson allowed to swing open. The dredgers are all ready to go to work, and the difficulty has been ig. making arrangements to unload the dredge boats and place the earth on the Parig Island. It is expected that arrangements will be completed in a short time so thé work can proceed. His Brother Appointed.
