Mr. Murray, another express messenger, took the stand when court opened yester- day afternoon at Stafford Court House, Va. He corroborated Mr. Crutchfield’s statement, as published in yesterday's Star, only differing in some details. He posi- tively identified Morgan as the man who was in the express car on the night of October 12, and identified the reddish brown hat which was found on Morgan as the hat he had on the night of the robbery. Mr. Murray stood aside, and Prosecuting Attorney White called Charles J. Searcey. Searcey came into court leaning on the arm of Sheriff Kennedy and smoking a cigar, which the court ordered him to throw aside. He was neatiy dressed, and looked composed and jaunty. Gen. Shay and Mr. Little, the counsel for Morgan, vigorously objecied to the com- petency of Searcey as a witness, on the ground that he was an accomplice jointly, indicted, and therefore he could not testify. Judge Ashton said he did not desire to hear any argument from the prosecution on this point, and decided that the witness was competent. Searcey, in a quiet and composed way, under a storm of objections to everything he said and to every question asked by the prosecution, told the tale of the robbery, identified Morgan as one of the men, said there were only two, told how the robbery was planned, how the place was selected and how the robbery was accomplished. He identified Morgan's hat, which had been introduced; told of the purchase of the two railroad tickets, one to Cumberland by Morgan and one to Cincinnati by him, and their subsequent exchange on Morgan’s departure from Cumberland to Cincinnati. Morgan kept his eyes fixed on Searcey while testifying, and at times was evident- ly laboring under strong excitement, Searcey was on the stand when the couré adjourned. +00 Who Are the Taxpayers? To the Editor of The Evening Star: In a recent editorial in The Star the view was advanced that only taxpayers should be permitted to participate in municipal government. The ground on which such @ ccnelusion is based is that only taxpayers hear the expenses of government, and therefore only those who contribute toward such expenses shvua!d have a voice in its management. This. all seems perfectly fair, and I, for cne, am inclined to accept it—only we should be sure not to exclude any taxpay- crs from the exercise of such right. But who are the taxpayers? Those who are prone to advance that view invariably (as far as my experience with them goes) hold that only real estate owners are taxpayers. I think it can be easily established that in this they are very much mistaken. We have a license syster under which many not real estate owners are taxpayers; and the same may be said of the personal property tax sys- tem. But aside from this, every political econo- mist admits, and it can be clearly demon- strated, that a tax levied on improvements to land causes an increase in rent, which enables the owner to shift such a tax to his tenant, and therefore every tenant is a taxpayer where improvements are taxed. It would be as reasonable to hold that only importers are taxpayers under a tariff system as to hold that only landlords are taxpayers where improvements are taxed. No one disputes that each importer recoups the duty he pays out of the price at which he sells his imported goods, and therefore every consumer of such goods is a tariff taxpayer; and I have no fear of aryone successfully disputing that every tenant is a taxpayer where improvements are taxed. It would therefore seem that to lmit municipal suffrage to taxpayers would be to extend such suffrage to every self-sus- taining person. But suppose that the ideas of a certain school of political economists were adopted, ard that all revenue were raised by a tax on the value of land, exclusive of improve- ments, and that all other taxes were abol- ished. If suffrage were then limited to tax- payers, would any others than land owners then have the privilege of voting? The value of land arises through the presence of the community. Rent measures the difference in productiveness between particular pieces to which rents attach and the poorest land in use. The amount of rent attaching to each piece is fixed by the equation between supply and demand, and has been determined by each occupant. ‘Therefore, as a tax on land value must be faid out of rent—actual or potential—and as each measure of rent is fixed and paid by each occupant, the aggregate of all rents being the produce of the aggregate of all occupants, each tenant would be a tavpayer, and would therefore be entitled to suffrage. p: — Approved.
