John Burns, the representative of the laboring men in the British parliament, has come to this country, and one of the first impressions made upon his receptive mind was that the American bricklayers set brick much faster than they do In the old country. He went upon the walls of some of the largest buildings in course of construction in New York, and was amazed at the speed developed by the workmen. If John should only come to Washington and get on the walls of the city post office butlding he would be pleased by a eminis- cence of merrie England, for it is likely that there he would find quite a British ace, not especialiy among the bricklayers. ut among the workmen in general. John ought not to miss this opportunity to get a comparative point of view on building methods. There were forty-nine men at work to- day, and they hustied about and made «l- most as much of a show on the wails as though they were ten times that number, as they should have been. They have st: ed work on the west arch at the main en- trance, all need having passed for this space being left vacant to permit the ‘American | | | | | Btones for the tower being hoisted througa. | A few stones have also been set on the third-story walls on the east side, and soon the people will have a chance to judge of the wisdom of changing the plans giving | the walls a smooth finish above the #econd Btory. — From the Least Even to the Greatest. To the Editor of The Evening Sta’ Iam sure I voice the sentiments of nearly the whole community in thanking you for the early, full and reliable report of the findings of the District Commissioners in those police cases which they acted on yes- | terday, although such action on the part of ‘The Star was as usual. I suppose the Commissioners have started and intend to roceed according to the scriptural say ing, “from the least even to the greatest.” I. hope The Star wilt not permit them to stop until the “greatest” beneath them- selves have been reached and dealt with according to thelr best judgment, and if the report of Commissioner ‘Truesdell in the Daley case fairly represents the spirit of the Commissioners the community has nothing to fear certainly has great is some authority above a so-called trial board with its star-chamber investigations It reason to congratulate itself that ther POLICE COURT CASES. Several of Minor Importance Tried Today. There were more than two dozen cases disposed of In Judge Kimball's court today, including a number of disorderly conduct and vagrancy charges. Then there were sev- eral persons who had been arrested for ly- ing on the sidewalk. The weather last night rather cold, but the victims of strong drink knew nothing of this. They wert drunk and sleeping en the sidewall and had no complaint to make to anybody. ‘This morning they showed the after effecis of their night's fun, and now they will have to keep sober for two week unless their fines are paid. Three young colored men, Foster Gray, Hayes Henderson and Henry Harris, were tried for vagrancy. They were found en- joying a camp fire on the® flats last night, when Sergeant Daley and a squad of olfi- cers raided the flats. “I had been over at the race track at work,” said Henderson. “I came here from New York. One of the other prisoners said he had just been released from the workhouse, while the third member of the trio admitted that he had come here with the races. “Fifteen days each,” said the judge, who advised the New Yorkers to return home when they get out. Lewis Lueas and Isaiah Payne, colored hoys, who were on their way home fron the theater last night, made an attempt t imitate some of the whistlers and singers on the stage Policeman Kennedy and his partner said they heard them four squares away. ‘They were in Le Drolt Park when we heard them,” said one of the officers, “and the residents of the park have been making complaints about these noises. Lawyer Holland argued the case, after | the boys had denied the charge. ‘The Judge heard the boys’ denials, but said that under the law one boy under charge could not give evidence in favor of another. It was the first time the boys had er been arrested, and they were each ed $3 or nine days. Timothy Hurley, a young man, who works hard and also takes a drink when he wants it, was given a hearing on a charge of vagrancy. Several policemen gave e f lence to show | that Timothy had been drunk four times in and illogical conclusions. I was sorry to find the name of Ofticer | Klinger as one of the two, out of ten charged with “conduct unbecoming an of- ficer,” who were found guflty and removed from the force. If assured that he is in fact guilty, and that the penalty is not dis- proportionate to the offe have nothing to say in his it is @ifficult to imagine that these are the facts when so large a proportion of the officers under charges were found not guilty, and with the general impression of the. degree of spotlessness that Is required of police- men. He has certainly been active, as compared with other officers, in enforcing the liquor laws, and his selectiin as one of the two to be punished looks, on its face, like an intended offset to the decision in favor of Sergt. Daley. There is great reason, however, to con- gratulate the Anti-Saloon League and the community that Sergt. Daley at least of those officers unde: charges, who were recognized as tho enemies of illicit liquor felling and other abominations in our faidst,. escaped any werfous penalty for lis zeal. Now, let the Heutenants be dealt with, gnd let us have at least a summary of the evidence as given by Commissioner Trues- dell in the Daley case. A PARKHURSTIAN, —_——> The Central City Giass and Mar & Coro, of Charleston, W x“ been closed down since ea jummer, has resumed operations a pe? complete force of m: aight an five weeks. This he denied, although he admitte ing been intoxicated on two occasions. The court held him guilty, and gave him fifteen days. hav- (atts Liberty Lodge's Anniversary. Liberty Lodge, No. 8, L 0. G.
