PA cans nolan lb llaineaan Hod hi SAVED BY HEROISM. The Efficent Work of an Ex-New York Firem: Miss Mabel Stockling of Germantown, Pa., escaped a horrible death Wednesday night. She is visiting the family of John P. Salisbury near Owing’s Mills, near Bal- timore, and was about to retire when the lamp exploded. Miss Stockling attempted to put the fire out, but it caught in her @ress and she was enveloped in flames. She was overcome by smoke and pain and fainted, falling across the window, her head hanging out. Fred. G. Christie, who was passing on the road, climbed up the lattice work and entered the window. He seized the woman and wrapped her in covers from the bed and rolled her over the floor, extinguish- ing the flames in her dress. Then he jerk- ed the burning curtains from their hang- ings and threw them out of the window, which ended the fire. The other mem- bers of the household were asleep, and when they awoke they found the fire out and Mr. Christie giving his attention to making the young woman comfortable. Miss Stockling received only slight burns, hardly more serious than the trifling scorching of the hands which her rescuer received. He worked so quickly and deftly that he was not injured. He 1s an ex-New York fireman and would hardly receive any thanks for his heroism. The doctors summoned to attend Rubin- stein applied oxygen, but he died the arms of his wife and brother-! 3 He had long suffered from chronic asthm: will probably be buried beside Glin! in the Monastery of Alexander Nevskye. LABOR IN NAVY YARDS Regulations Ooncerning the Employment o Men Issued by the Department. Recommendations Necessary and Ap- pPlicants Must Register—Those Who Sign Applications. ‘The Secretary of the Navy has issued regulations for the employment of labor at the navy yards which are of special interest to all laborers and mechanics in the Dis- trict desirous of obtaining employment at the local navy yard. Such employment is committed to a board consisting of three commissioned officers on duty at the sta- tion, designated the “Board of Labor Em- ployment.” ‘The office of the board is lo- cated in the navy yard. Persons living in the vicinity desiring employment must ap- ply to the board in person during the regu- lar working hours of the yard, when they will be furnished with blank forms of ap- plication and all necessary information. Persons living at a distance are allowed to make application by letter, in which must be stated the occupation or trade in which they desire to register. Persons who desire to register for em- ployment as unskilled laborers, except Gredgers, helpers in special trades, hod carriers, holders-on, rivet heaters, stable keepers and teamsters, must have the pre- scribed blank application filled out signed by himself and the certificates of re- commendation as to the applicant's capact- ty to do the work he desires, and as to his character and habits of industry and s0- briety, must be signed by two reputable citi- zens of his locality, preferably by previous employers. Recommendatio: Necessary. A person who desires to register for em- ployment as a mechanic must have the pre- scribed blank application filled out, sign it himself, and at least one of the two pre- scribed certificates of recommendation must be a “trade certificate,” that ts, it must be signed by a firm or member there- of, superintendent, master workman or other person under Whom the appli¢ant has worked at the trade for which he applies for employment, certifying to his capacity in that trade and to his character and habits of industry and sobriety, and the person who so certifies must specifically State that he has employed the applicant in the trade for which he recommends him. ‘The second certificate must be sign ed by a reputable citizen of the applicant's locality, preferably by @ previous employer. Where an applicant has worked in a navy yard, a certificate from the head of the department under whom he served, tes- tifying to his knowledge of the trade in which he applies for employment, may be accepted In place of the trade certificate required above, but such certificate from a foreman, quarterman, or other employe of a navy yard shall not be accepted. Must Be Registered. The application and certificates when filled out must be presented to the board of labor employment at the yard by the applicant in person, otherwise he cannot be registered. No person can be given employment in a United States navy yard as a mechanic or laborer until he registers with the board of labor employment. The name of each applicant who is ad- mitted to register will remain on the eligi- ble list for one year, and the name of each registered applicant will be certified for employment in the order of registra- tion, by trades; preference being given, first, to veterans; second, to those who have had navy yard experience and given satisfaction in navy yard work; third, all others. Applicants can register in but one trade and in but one schedule, and no applicant will be registered unless he is a citizen of the United States, or has served in the army and naval marine co: and has been annie f discharged therefrom.
