Another Unsavory Chapter in the Police Scandals—Oflicer Klinger’ Record Gets Hammered. Judge Kimball's court room_was crowded this morning with persons anxious to hear something of the evidence in the case of William L. Wells, the South Washington saloonkeeper, charged by Policemen Bruce and Klinger with having used profane language» Mr. Wells is proprietor of the saloon over which the Fat Men's Benefi- oial Association held its meeting on the Sunday of the police raid. For this reason it was thought that something of the police scandal would be heard, and this explains the presence of so many spectators. Law- yer Walker represented the defendant, and Mr. Pugh appeared for the prosecution. A umber of witnesses were examined and wyer Walker made a lengthy speech. On both sides it was admitted that there is an ill feeling existing between the par- ties. The policemen had been followed that night by persons from Wells’ saloon, in- cluding Lawyer S..G. Hopkins, ex-Police- man Lee and a man who was mentioned the “Great Unknown,” and was said to ex-Policeman Boyd. The two officers in the case, Klinger and Bruce, told of their movements on the night iu question. Early in the evening they stopped in front of Wells’ saloon, and Officer Bruce put his head in the door and had a conversation with Wells. ‘This con- versation was about Wells’ license, and Wells claimed that the substance of it was that he would not get another license. Lawyer Hopkins and others were in the place that time. The officers claimed that Wells used profanity on their later visit when the saloon was closed. Lawyer Walker directed his efforts to- ward impeaching the character of Police- man Klinger. He succeeded in showing that when Klinger was enlisted he swore he was nearly twenty-two years old, when, as a matter of fact, he was under twenty- one. Officer Klinger claimed that when he enlisted at the Mare Island navy yard he was induced to say he was of age, and when he actually signed the enlistment paper he had not read its contents. Commander Haywood, who produced the papers, said he did not believe Klinger's statement that he was induced to say he was under age. Wells got on the stand and denied every word of the officer's story relating to the alleged profanity. Mrs. Bridwell, who lives next door to Wells’ saloon, corroborated the saloon keeper. She was in conversation with Wells at the time the officers appeared. Mrs. Skidmore, another neighbor, also gave corroborativé proof. 7 Policeman Klinger was filled with ex- nations and the court heard them, but could not overcome the record of the marine corps. Counsel for the defendant made his ar- gument, in which he made a severe attack on Klinger, and Mr. Pugh made a few re- marks for the District. He told Judge Kimball that there was clear-cut perjury on one side or the other. Judge Kimball summed up the testimony and spoke of the ill feeling existing be- tween the parties in the case. Ordinarily with such preof the court would hold a defendant. But this, the judge said, is not an ordinary case. Officer Klinger, the judge said, had been shown to have com- mitted perjury in the matter of enlist- ment, and therefore he could not consider his testimony. The charge against Wells was thereupon dismissed. a. Daley, who had been in court and heard the case, had a little tilt with one of the bailiffs in the corridor just as the crowd was moving out of court. Bailiff Hooe was conversing with an officer, and when he made a remark concerning his opinion of persons who have enlisted in the army since the war, Sergt. Daley in- formed him that he had served in the ar- my and he considered himself as good as any one else. “Im as good as a man who has been locked up in a station house,” was the ser- geant’s parting shot. “If you say I was ever locked up in a station house,” retorted the bailiff, “you're @ liar.” ‘Don’t you call me a liar,” added the sergeant: “If ycu do I'll report you.” And he reported the bailiff. Saloon Keeper Wells says he will now swear out a warrant against Klinger charging him with perjury. —_———-—__ THEY FAVOR SUFFRAGE. Several Speeches at the Meet! the Local Associatio: About half a hundred believers in local suffrage met last night at John Wesley Church, on Connecticut avenue, and helped On their caus: with some enthusiastic speeches. Dr. Robert Reyburn presided, anc gave encoura~«ment to his followers by announcing that if they would bring him in 20,000 signers to the petition for a primary to decide the question of suffrage or no suffrage, he would almost guarantee that Congress would rot dare to refuse the Fequest. After a prayer by Rev. Mr. Graves, Dr. Reyburn, president of the association, announced the names of thir- teen of the twenty-two members of the ex- écutive committee, provided for at the last meeting, as follows: Paul T. Bowen, Mil- ford Spohn, James H. Smith, Andrew J. Burdine, Jerome B. Burke, Dr. Francis J. Grimke, Justice A. S. Taylor, G. S. West: ott, Rev. Walter H. Brooks, Gustav ugenstein, Dr. J. F. R. Appleby, William Salvin Chase and Dr. Robert Reyburn. The other names, he announced, would be given cut at the rext meeting. Dr. Reyburn went on to say that he had gone around among the business men a good deal with his petitions, and had ob- tained a good many signatures. He had not found a single man to defend the prin- ciples underlying the present form of Dis- trict government. He spoke of a visit paid to the Federation of Labor, the members of which, he said, were very enthusiastic, and want to take up the matter. The Knights of Labor, he went on, are prac- tically unanimous in favor of the primaries and want a large stock of the petitions, promising to get a great many names. Hospital as a Text. Secretary James’ H. Smith urged those Present to bring forward the petitions they had filled up, and gave it as his estimate that there are now from 2,500 to 3,000 names already secured to the papers, while more are being obtained all the time. He denied that this ts a political movement. He argued that with all the faults of the 1d suffrage government it resulted in the ermanent improvement of the city. Mr. Bowen's Remarks. Mr. Paul T. Bowen was called upon by Dr. Reyburn and responded with a rousing speech, in which he severely scored the Rresent form of government and defended the old style that prevailed when votes were cast In the District. He said the evil effects of the disfranchisement are to be noted every day. He was satisfied that Congress is getting sick of the bargain— sick of trying to legislate for the District. It is breaking down in the effort to man- age national affairs, and has no time to handle subjects of local importance. The speaker gave some instances of what he called the purpose of the District Com- missioners of various boards to discrimt- nate against the colored people, instancing the Howardtown fight and the effort to disarm the colored militia. He asserted that the taxes are paid by the people who do not own any property, and that their voice is never heard. A Protection to the Water Supply of New York City. It is an uncommon thing for a whole town to pack up ard meye. But this is go- ing to be done. by the pecple who live in the village of Katonah, in Westchester county, N. Y, They are not only going to move their personal effects. They intend to take the houses with them. The work of grading for the new village of Katonah will be begun in a few days, about half a mile south of the present town. Whether the town of Katonah will be a w town six months from now or whether it wiil be the old town in a new place, is an open question. Only one thing is certain, and that fs that thirty days after May 1, 1805, Katonah, if it exist, must not exist where it is. Commissioner Daly of the water depart- ment decided that the proximity of the town to the water supply of New York was dangerous, and that it must go. A board cf appraisers was appointed to award damages to the property owners. The city of New York became owner of all the town with the exception of the Grand Army Hall and the houses of S. O. Arnold and 8S. B. Hoyt. Both Mr. Arnold and Mr. Hoyt had built houses on the outskirts of the village, over 2” feet from the Cross river, which runs through the settlement. The commis- sioner decided that they might stay, as they were outside the deadline. To all the other property owners, however, the order of eviction was law, and they were given until May 1, 1895, to get out. Thirty days after that date the houses they ccupy, which now belong to the city, will be sold at public auction to the highest bidder. When the city took the houses last April the rent question was not broached. For six months the owners lived in the premises unmolested. Last October, however, they had to pay rent They are now paying rent to the city for the property the. city has taken from them, and up to date have not received the inoney due for condemna- tion. Still they will get it, and this fact is not worrying them nearly so’ much as the question how to move the town half a mile farther south. jon Stoned. Concord, Mas®., was the scene of an P.
