Disicalties That Lie in the ‘Testing the Ericsson. The officers of the Navy Depariment are having some difficulty In laying out a course in Long Island sound for the trial of the Ericsson. There have been several consu!- tations between Admiral Ramsay and the bureau chiefs, but as yet a plan has not been entirely decided on. The trouble ts that the ship is so small and the time, two hours, so short, that It is difficult to auchor buoys so that the distance of twenty-five miles can be accurately measured. The Ericsson must make 24 knots an hour or she will be rejected. The contractors imsist that the trial take place tn deep water. The Navy Department cannot obstruct the sound, end it must anchor its buoys, mark- ing the course with accuracy. Cne end of the course may be marked by the light houses, but this is impossible at the other end. it ts probable that the buoys will be anchored by several chains in order that they may not be displaced by the th Movements. Harold Frederick, the London correspond- ent of the New York Times, writes as ful- lows, explaining the condition of affairs: Nothing of equal significance bas hap- pened since Parnell’s death, and perhaps hardly that had the same deep effect on the movement to obtain self-government for Ireland. What has happened is this: The rhetori- clans, otherwise the bounders, the Dillon and O’Brien majority on the Irish parlia- mentary committee, having compassed their passionate desire to have the rope wholly in their hands, have hanged themselves with it. They have been using their control of the paritamentary fund to bind to their faction all the weak-kneed and poorer members of the party.
