Mr. Peter Bonnet of New Jersey, having. failed in his efforts to succeed Mr. Kimball as chief of the life saving service, has turn- ed his attention to the office of chief of the revenue marine division, row held by Capt. Shepard, U. S. R. M. Mr. Bonnet held this effice under the first Cleveland administra- tion. When Mr. Windom was Secretary of the Treasury, he changed the practice of appointing a civilian to this office, by de- tailing Capt. Shepard of the revenue service to perform its duties. Capt. Shepard ha: remained there ever since. In making his estimates to Congress for the next fiscal year the Secretary of the Treasury made ro recommet dation for a salary for this office, thereby irdicating his purpose of continuing the present system of filling it by detail frcm the revenue service, Bonnet has undertaken, however, to have Congress provide for the appointment of a civilian to this office, notwithstanding the »eppesi- tion of Secretary Carlisle, but his prospects of success are mot \believed to the» very good. In case the present law is continued, it is likely that Capt. Shepard will, be su- perseded by another officer of the revenue marine service and not by a civilian. John Forsyth Assigns.
