The meeting was begun behind closed doors. Bishop Whipple of Minnesota made the opening prayer, and then the members | who were not delegates, and others, were | admitted to the ante-room on the right of | the senate chamber, where they were al- | lowed to hear the Proceedings, but no cone not a member of the society was permitted to invade the sacred precincts in which the | meeting was being held. Gov. Carroll made the opening address of welcome. The state societies of Illinois, Ohio, New Hampshire, Connecticut and North Carolina were admitted as members of the general society, as were those of Missouri, West Virginia, Alabama and Florida, although the latter were not represented. The Pennsylvania society introduced reso- lutions to the effect that June 14 of each year be observed as flag day, as on that Gate, in 1777, the stars and stripes were Grst adopted as the flag of our country; | that each state society should use every possible means to have special observances on that day. It was decided to refer the | matter to await the action of the next gen- eral meeting. Minnesota introduced resolutions to the effect that thq society deplored the class of |tmmigrants who were coming to the coun- try; that it advised that the number should be limited; that restrictions be placed around the people coming in; that unnaturalized males should be heavily fined if they at- | tempted to vote, and that any person ille- nd | gally naturalizing aliens should be heavily fin These resolutions were referred to a committee for action. When Secretary of the Navy Herbert and Capt. Phythian of the Naval Academy were introduced they were received with warm greetings. Gov. Carroll presented to Capt. Phythian a copy of the resolutions adopted by the society ‘last year, which set forth that the society would present a gold medal to the cadet who wrote the best essay on the Americaa navy during the revolutionary war, essay not to have less than 1,776 words nor more than 1,894, and a silver medal for the second best. The right of petition has been used and abused in all nations and in ali times. A notable instance in England was that of Lord George Gordon and his so-called anti- popery riot in 1780. The germ of this riot ‘was @ movement inaugurated by cere but over-anxious Protestan’ taken alarm at the passage of favor of religious Uberty,” which the proscription of Catholics them on the footing of other tions. The opponents of the act was an insidious attempt to pave for the restoration of Catholiciem ligion of the state, although a ity of the parliament that adherents and friends of England, the established religion. for its repeal were circulated all over Great Britain, and Lord George Gordon undertook to present them to the house of commena, of which he wasa member. _ The movement was a perfectly harmless S| one, and, had it been confined to its origi nators, would have terminated in the peace- ful and orderly exercise of the right of pe- ution. But the lawless and vicious element that abounds in ernie namesake ae: of it to mask an against the ‘one fy pnp so e 2, 17 by deputations from many te E i vil . tended tant associations, started for commons to present the petition. fide followers were perfectly triotic in their intentions, 4 emphasize their interest in the petition by their presen joined, however, by a motley crow: lums, and when they reached ment house, instead of an ond sion of church members, a of 20,000 men surged around and into a L the ce. oe? The house of lords was thoroughly ds i n, said, by 120,000 of the king’s Subjects. ‘The house recognized the right of petition by re- ceiving it, but refused to be in and by the decisive vote of 182 to 06 its consideration for four days. Meanw! the rioters were with difficulty preven’ from executing their threats of cmuring ty violence and compelling «he immediate tion of the petition. In the midst of the ex- citement a member of the house Lord Gordon and said: “My lord, is it purpose tc bring your into the house of commons? If so, I warn you that the instant one of them enters I yours.” This had its effect on Lord ‘Gor don, and he led the rabble away if i | ful demonstration, and returned homes. Finally, on the Sth of June, the military were ordered to fire on the mob. At the first voliey two or three hundred were killed or wounded. That ended the riot, scattered and disappeared, and sumed its accustomed tranquility, Anecharsis Kloots. Another Mlvstration of the right of tion, more comprehensive in its scope, more ridiculous in its makeup, was presen’ ed during ‘he French revolution by a Prus- sian exile, one Anacharsis Kloota, who styled himself “Orator of the Human Race.' Klootz professed to be the represent of no less a constituency than the species. He gathered together in lot of tramps from all parts and dressed them up in the the various countries. The news of the han@ing down of the dispensary law decision by the South ‘Caro- lina supreme court was received at Charles- ton shortly after 10 o'clock in the morning. An hour later upward of 200 blind tigers had miraculously recovered their eyesight and were in full blast. Many of them hung out signs inviting the passersby to “walk in and have one with the house,” and peo- ple were by no means slow to accept the invitation. There was no lack of stimu- lants in the city, as an immense stock had been laid in when the dispensary constabu- lary were engaged in the Darlington riot. The general impression is that . Tie man will call an extra session of the gen- eral assembiy to pass a new law, and then take it up to the state supreme court, which on July 1 will be Tillmantte in poll- tics by the qualification Justice E. B. Gary. What will happen in the meantime, how- ever, is difficult to say. Since the Darling- ton episode the whisky constabulary have been comparatively inactive. No raids of either stores or private residences have been attempted anywhere in the state. The force of constabulary in Charleston, formerly numbering from fifteen to twenty men, all armed with revolvers an@ Win- chester rifles, has been reduced to three, who confine t'eir attentions to the railroad depots. The town was very quiet last night, al- though whisky may be had at any saloon in the city. This has been the case, in- deed, ever since the dispensary law went into operation, on July 1, 1892. The atfrer- ence is, however, that last night mixed drinks and ner Havers were over the bar openly. action 0! eoverner is watched with great anxiety.
