THE EVENING STAR bas « regular and permanent circulation im Washington three times larger than that of any other paper in the city. As a local NEWS paper and Ad- ertising Medium it has ne competi ee eee “Shall this harbor of Yankee democracy be burned?” was the question put by the Eritish Admiral Cockburn from the Speak- er’s chair in the old hall of Representatives to the reckless soldiers, flushed with recent victory, who had followed him into the Cap- itol, and the answer was the torch. That was four score years ago, but the building on Capitol Hill continued to harbor and still continues to harbor the democracy, then so offensive to the subjects of the British king. As the nation has risen in glory, and the building has grown in grandeur, the democracy it has harbored | has spread far beyond the limits of this land, until under its influence people whose Jaw was the word of their monarchs have | tal worthy of the nation. For many years the splendor of the design only served to emphasize the absurdity cf expecting a population that at first could have scarcely peopled one of the broad avenues, to de- velop It. When the plan was given it be- came the nation’s city, and the nation was pledged to aid in its execution. Still the people of Washington worked out tie prob- lem, and at last produced the city cf which every American {s proud. Congress tardily recognized that the nation owed a duty to the city. In recent years the federal gov- ernment has borne its share of the ex- Penses, incident, in large part, to the mag- nificence of the plan which it made stself, a plan suitable only for the nation’s city, the federal government's home. There is still a large arrears account, for which no claim has been presented, but its existence ought at least to justify a generous view by Con- gress of its relations to the capital which it so long neglected. The fall military maneuvers in Europe, and the reported leasing of a naval station in the Mediterranean by France to Russia, revive war talk anew, and give color to the belief so widely accepted that Europe |is on @ volcano that may burst forth in | active eruption at any moment. It may be come to enjoy a large measure of political | that th tions which the were freedom, and even in England Itself there | a PT ang-IpROER, Lie fs a democracy quite as radical as that “Yankee brand” which so excited the tre of Admiral Cockburn. The stately building, whose hundredth year is celebrated today, stands with the Stars and Stripes as symbol of American liberty. Its peerless dome is fitly crowned with the statue of Freedom, for in every land where the blessings of liberty are enjoyed the impos- ing pile, the very center of the freest and best of governments, is taken as typifying free Institctions. Freedom from her lofty heights holds out hope to people still en- thralled and lights the way to liberty. So the centennial celebration today is not of local significance only, nor is the event it commemorates of consequence to the Amer- {ean nation only; it has an import in every land where people love freedom. The Cap- {tol stands for the advancement of the hap- Piness not of Americans only, but of all mankind. It is not strange, then, that men venerate it. It has an imposing beauty Biven it by the gentus of its architects that makes it rank as one of the great buildinzs of the world, but In the eyes of the patri- otic American it has an unrivaled splendor, derived from its associations; it reflects the grandeur of the nation, and 1s sublime. The history it represents is the gran‘lest the world has known; the century it stands for is without a parallel.
