Hamner Paymaster. ‘The President has settled two matters of im- Portance to the army by the appointment of Col. Wm. P. Carlin, fourth infantry, to be ier general, vice Gen. Carr, retired, and the appointment of Capt. Wm. H. Hamner, twentieth infantry, to be paymaster in the army with the rank of major. Each of these fficers has an excellent record. Gen. Carlin was appointed a cadet to West Point from the state of Illinois, and graduated from that institution July 1, 1850. At the be- Sinning of the war he was made colonel of the thirty-eighth [ilinois infantry,and was brigadier General of volunteers from November, 1362, to 1865. In 1866 he was transferred to the army, attaining the coloneley of the fourth in- fantry in 1882 In 1863 be was brevetted Lieutenant colonel for gailant and meritorious Service in the battle of Chattanooga; in 1864 &ppointed brevet colonel for gallantry in the battle of Jouesboro; in 1865 brigadier general for gallant service in the battle of Bentonville, and subsequently major general for gallant and meritorious service during the war. Since the close of the war his service has been princi- Pally on the western frontier. Capt. Hamner spent his early life in Virginia, and entered the service, at the age of seventeen. in 1856. At the beginning of the war he was Stationed at Fort Sumter. He is now the senior survivor of the bombardment of that fort in 1861, at which time he rendered distinguished services, for which he received a medal from the chamber of commerce in New York. He served through the wer and since its close bas been almost continuously with his regiment on ‘the western frontier. —_____-.—_____ NO ASSIGNMENTS MADE YET. ‘The Destiny of Omicers of the Naval Review Fleet Not Determined. Secretary Herbert said to = Star reporter this afternoon that he would not settle the questions relating to the assignment of officers And vessels attached to the naval review fleet until tomorrow, He said that nothing had been settled as yet and would not be finally until tomorrow. The report that Admirals Gherardi and Walker will be detached from the fleet and assigned to shore duty. the former at New York and the latter at Boston, is pre- mature, to say the least. It is known that such Ps —_ was Sontemapiatal, but the op os thas manifested such unex} stren; that it may be altogether changed. Both ad- mirals are earnestly desirous of remaining on sea daty and it is not at all unlikely that they may be accommodated. They are both after the command of the home station and it is im- possible for one of them to succeed in this di- rection. All other changes of personnel in the fleet are dependent on the action taken in re- &ard to the two admirals. —_—_-o——__—_— BROOKLAND. ‘The Brookland town hall is receiving its finishing touches, and the dedication will take place in June. Seerotary of the Navy Herbert is expected to be one of the orators of the day on that occasion with other distinguished per- sons, and the Marine Band will, if all goes well, furnish the music. A Personal Explanation of His Connection ‘With the Board of Visitors. Rev. Dr. Parsons late yesterday afternoon called at the District building and presented the following letter to the Commissioners: “In addition to the official report submitted to you yesterday, signed by a majority of the board of visitors, allow me to make a brief Personal + tatement. “Several years ago, at the request of the Commissioners, I took a place on the board of visitors, with the sole purpose of doing what was in my power to advance the interest of the several institutions grouped together as the Washington Asylum. As you well know there is no consideration of any kind for this service. ‘Yhe various reports made to you at different times by the board of visitors will show the amount of time and patient attention required in performing this service. Your annual re- port three years ago contained the result of an extended visitation to the leading penal and reformitory institutions of Massachusetts, made in the interests of improved methods in the District. I havo been pained to see it in- timated in some quarters that this service might be rendered from unworthy motives. “In view of what has been published, it is but fair that I should state to you that the only relation in which I know Mr. W. H. Stouten- burgh is as intendant of the asylum. He is nota parishioner of mine, uor related in any way to my church. Tho names of the other two gentlemen attached to the report should assure the public that the business part of the community is duly represented. There are many things at the asylum that could be im- proved if Congress would vote a more liberal appropriation. Your board of visitors has frequently urged the necessity for « new male work house. Under tho limited allowances nothing more could be done than is now being done.” EEN eae Heid Up in New York. Alexander Brander, thirty-one, of 724 11th avenue, New York, was held in $2,500 bail on acharge of highway robbery in the Yorkville police court yesterday morning. The com- plainant against him was Gerard Emline, sixty years of age, a wealthy manufacturer of Chest- nut Hill, Philadelphia. Emline came to New York city a few days ago to attend to some busi- ness, Late Tuesday night, while on his way up town, he stopped in a saloon at 5st street and lith avenue. After takinga drink he said he knew nothing of what had oceurred until 2: o'clock yesterday morning, when he awoke to find himself lying on the street minus his over- coat, his coatand all the valuables he had in his possession. In a dazed condition he wan- dered into the West 47th street police station, where he told his story. Detectives soon found Brander with Emline's clothing and valuables in his possession. ———_+-e+_____ ¥ale Theological School Closes. The commencement exercises of the Yale Theological School were begun yesterday morn- ing and were attended by about 500 persona. President Timothy Dwight presided, and after opening the services with a prayer and hymn essays were delivered by members selected from the graduating class. The parting ode, written by B. Francis Case of Granby, Conn., was then sung, after which the exercises of the morning closed with tho benediction. At 2 o'clock the annual meeting of the alumni of the school was held in Marquand Chapel. The annual recep- tion to members and friends of the school last evening closed the exercises of the school. ae A French Consul’s Family Insulted. ‘The family of the French consul general, M. Destrees, at Tripoli, were recently subjected to @ gross outrage on the part of the natives. The family were out driving when a number of natives hooted at them and pelted the carriage and those who were in it with dirt. The cavass of the consulate seized one of the ringleaders of the mob and attempted to arrest him, where- upon the natives gathered around and rescued the ringleader. M. Destrees has demanded re- dress from the Turkish authorities. ——__- ce2 —___ Californians to Help Build the Big Canal. Asealed verdict was brought in before Jus- tice Truax of the supreme court in New York yesterday in favor of Annie Weed’s claim to dower in the estate of Broker Mortimer M. Weed. It was contended that she had no right to claim that she was his widow, as she had beon known as the wife of Leroy Rush and was called Mollie Rush. It was also claimed that she wasa notorious woman and had run a “panel house.” ‘Tt was clearly shown, however, that January 22, 1883, Weed had married her at the Second M. E. Church at Rahway. It could not be shown that she had married Rush. ———_roo—__ Loyal to Michael Davitt. ‘The nationalists of northeast Cork, Ireland, represented by Mr. Michael Davitt, who bas been obliged to withdraw from parliament on account of bankruptey proceedings instituted against him for costs in the North Meath con- test, have resolved to leave the seat vacant in the expectation that Mr. Davitt will obtain from the court a certificate of bankruptey, enabling him again to enter parliament. ——_+roo—— Opponent of Street Railways in a Disaster. Sir Algernon Borthwith, conservative M. P. for South Kensington, London, and who dis- tinguished himself in the late conservative par- liament as an opponent of strect railways and a supporter of the prior claim of carriages to the use of the streets, was himself a party the other evening toa carriage accident of the gravest character. Sir Algernon was driving in the West End when his horse bolted. The coach- man was thrown off and killed and the horse in ite furious career ran over a woman, who was also killed. Sir Algernon himself was unin- jured. ———— An Anti-Semitic Libeler Sentenced. Herr Pasch, the noted anti-semitic agitator, has been sentenced to imprisonment for fifteen | months on the charge of libelling Chancellor von Caprivi, Herr von Brandt, the German minister to China, and other prominent per- sons connected with the German government. Pasch has been pursuing Herr von Brandt and the German government for a long time on various charges based chiefly on the allegation that von Brandt has a leaning toward the Hebrews. —__—_+se—___—_ ‘Tramps Hold Up a Policeman.
