Mayor Enoch Marit of the Maryland end of Takoma Park is determined that the sanitary arrangements in the park shall be as nearly perfect as it is possible for the authorities to make it, and with that end in view » meet- ing of the town council was held in Union Chapel last evening. The mayor invited ell the residents of the park, including those who reside on the Dis- trict side, in order to have a full and free dis- cussion of the matter of so much importance, not orly to the residents of the park, but also to those who live in the surrounding country. ‘The gathering last night was at the regular meeting of the council. After various matters of public interest had been discussed the question of sanitary reform was taken up and measures adopted having in view the adoption of a uniform system of dry earth closets and the removal of garbage. ‘The citizens were enthusiastic in their deter- mination to place the park in an excellent sani- tary condition in all respects. Tt was announced at the meeting that Lieut. Allen R. Foote, a resident of the park, had con tributed a large number of valuable books to form the nucleus of a public library. From an examination of the inclos- ures I believe the National Mutual Insurance ‘Company is a stock company, that is, its mem- bors contribute a capital and the insured pay premiums. As pointed out by Mr. Trimble, this company’s premium rates are graded like those of ordinary stock insurance companies. It received quarterly, semi-annual and annual premi ‘An assessment insurance compa as distinguished from 4 premium com- pany, is one which realizes money to y ‘ite losses not in advance of their Evecnina, butas they occur, by assessments Maj.
