FLANKED SHAD AND ORATORY. ‘The Fire Underwriters and Their Guests Have a Good Time at Marshall Hall. Active, energetic business men are apt to be Ssociable set when they get together, and this’ fact is demonstrated at least twice a year by the | Fire Underwriters’ Association of this District. In the winter season they have a banquet and then when the leaves begin to come out and the shad are pronounced to be ripe they go to Mar- shall Hall and cata planked shad dinner and have a good time generally. Between times they attend to business, and the membership Tolls of the association contain the names of many of the city. Representing, as they do, such important interests, they recognize the value of recreation and social enjoyment, and so on Saturday afternoon when the River Queen left her wharf for Marshall Hali she carried a goodly representation of the member- ship. There were. all told, members and guests some 120. and from the time they left until ther landed again at the 7th street wharf there was lots of fun and a jolly good time. Aw the boat left at 1 o'clock many of the members were unable to get away from business before that hour to eat theirlunch. But the execative committee, of which Mr. Mobun, Mr. Sam Cross and others were members, had thought- | fully provided a lunch, which was at once set forth on the boat. The central f re was a punch bow! filled with a brew that was the re- sult of the combined skill of Mr. Blickford and Mr. Rutberford. It was a fine article, and when Mr. F. A. Mobun aloneand unaided made away with an entre bowlful the underwriters sent up an audible protest that was pathetic in the extreme. Mr. Mohun explained that his hands were wetand the sides of the bowl were moist.and in his haste tokeep the flowing bowl a atlowing he caught it up while the colored waiter was doing something else, and in bearing it forth to the table it fell to the floor. Huow- ever, the committee had not intrusted all its punch to one bows, and after Mr. O. C. Green and others had steeped their soles in punch a fresh supply was forthcoming. The incident might, however, have been a tragic one. Upon arrival at the grounds Mr. W. A. Gordon, Col. Moore and other erack tenpin rollers, took Possession of the alleys and soon rolled some feores so remarkable that a good many of the spectators were free to confess that they had Rever seen their equal. Another deputation gathered around the artists wha were planking | the shud and gave such suggestions as the good temper of those in charge permitted. The | shooting gallery was not neglected, and R. W. Tyler, the president of the emmanaees, after a brief experience. declared that there | must be something the matter with the gun he used. as each shot had gone to the side of the ball’s Several others spoke of similar Peculinrities, and the general conclusion Teached by this class of sharpshooters was that the Marshall Hall gunnery needed overhauling. A ball game was also’ started, but all these forms of amusement were dropped when the dinner bell sounded. About the flower-decked tables the hungry inaurance men gathered and without an effort subdued the bill of fare pro- vided by Col. McKibben. from clam chowder to cigars. MAKING SPEECHES. As an aid to digestion there was a brief in- terval devoted to oratory, which was fittingly | introduced by Capt. Tsler, the president, in « graceful speech of welcome. He then banded over the reins of authority to Dr. W. P. Young, who bad been waiting impatiently for the time when, clothed with the powers of a toustmaster, he could get at bis victims. He said. as he generally does on such occasions, that it was a perfect surpri-e to him that be had been called on toact m this capacity, and then he pro- ceeded to impale his victims on the sharp point | his wit. However, the victims enjoved it, and so did the «pectators and the doctor bim- self. Dr. Young makes an entertaining toast- master, but it was thought that he was un- reasonable when he hawied Mr. Edward Droop up in the midst of asentence and informed him that he bad only fifteen seconds of his time left to finish. Of course Mr. Droop could | not complete one of bis sentences in any such time as bat, and rather than to leave an unfin- ished structure to mar the fair landscape of the eighth or ninth annual reunion of the Under- | writer’ Association he just broke through the | rules and fini-hed in his own good time. Dr. Young tried to fan the flames of sectional Jealousy by calling on Mr. C. M. Matthews asa citizen of Georgetown and Vir. John E. Herrell | ax a citizen of East Washington. He is too witty to be an agitator, and both of these gen- tlemen came to the front smiling. Mr. Herrell happened to remark incidentally that his bank was ready to loan the members of the associa- tion all the money they wanted, and he would undoubtedly have had his health drunk if he had not added, prompted by the cashier, Mr. Bald. win, that he wished they would try to femem- ber, if it was not too great a strain upon their minds,to bring goodcollateralalong. The health of President Tyler was drunk, and the compli- ment was acknowledged in a’ speech in which the good qualities of the members of the asso- ciation were not forgotten. Dr. Young made some incendiary remarks sbout the press and then introduced Mr. P. V. De Graw, the manager of the United Press, who made a fitting response. Reference was, of course, made by the president to the ab- sence of Mr. Simon Wolf, who was prevented from coming by the death of his brother. Re- sponses to the promptings of the toastmaster were made by Col. Anderson, one of Bultimore’s leading insurance men, Mr. Blackford, Marshal Ransdell, Mr. N. W. Burchell, Mr. W. B. Archbishop Satolli, the apostolic delegate, as- sisted by Monsignor Sharretti, auditor, and Dr. E. Papi, secretary of the apostolic delega- tion. The other clergymen present were Father De Wolf, pastor of the parish; Rev. Father Hyvernat, Rev. Drs. Orban and Bon- quilion of the Catholic University. Blunt's further service | on the board, are as foilows: First —That he permitted one of the guns | submitted by Mr. Durst to be broken while in bis (Oapt. | Biant’s) pommssion, sad. subse: quently brought it down to be tried without giving any notice that it was broken. Second—That he took one of the guns which was defective. and which had been submitted merely asa model, and brought it down, and insisted on its being tested by Mr. Durst with- | out reporting to all the other members of the | board that the gun had been suvmitied as a de- fective one. Third—He left the only two good guns ina place which was considered remote, so that they could not be gotten, and thereby created an unfavorable impression concerning the gun, since we could uot proceed to trial with two | defective gans | Fourth—He secretly inserted into the gun and caused to be fired from it cartridges not built for the gun, and which were in effect de- | fective and dangerous and which subjected the | gun to undue and unnecessary strain, and this he did without consulting his fellow members or without the permission of Mr. Durst, who | was authorized by the regulations to furnish | ammunition for test, and who had, in fact, fur- pushed proper ammunition, which had ‘been yy the government and was then on | rae ready for the test. Fifth—He varied the order of the test so as to fire the excessive charge before the defective charge, and thereby injure the gun before it could ‘have a chance to go through all of the | regular tests. | pSisth—He, by m private telegram, induced Mr. Durst to build his guns to withstand a = ure of 40,000 pounds. He then caused to be used in the guns, built under that | representation.cartridges which gavea chamber pressure of 58.000 pounds, and which ruptured t. | the barrel of the gun so that the further trial of | the system could not be proceeded with. Seventh——After having sent the telegram in question, and so induced Mr. Darst to con- struct his guns to withstand the pressure of 40.000 pounds, Capt. To the Editor of The Evening Star: In answer to the inquiry of E. P. Lewis in the Inventive Age, asking why the Great Fails water power should not be utilized to generate electricity for lighting the city, &c., I answer there is no reason why it should not be, but it is not simply because the water power is owned | by a company largely, if not wholly. non-resi- dent, who have not and will not improve it, it having been held for forty or more years ‘on ulation. ‘The only way it can be done is for the United States government, by exercising | iw power of eminent domain, tohave the prop- erty condemned and provide for its improve- ment, and which ought to be done. As to the feasibility of conducting to the city the elec- tricity generated there is no question whatever. Not only is it conducted from Tivoli to Rome, eighteen miles, but in Germany it is conducted | from Lanffen, where the dynamos are driven by water wheels, to Frankfort, distance of 108 miles, with a total loss of but 25 per cent, by transmission and the transformers. It is pro- posed to put in a plant of twenty turbine water wheels of 1.000 horse power each on the river Rhone, seventeen miles from Lyons, to gener- ate electricity which is to furnish power for tho looms of the silk weavers of that city, and I understand the work is now under way. In Engiand it is proposed, instead of hauling coal from the mines to the cities, to use the coal at the mouth of the coal pits, convert it into gas, abstract the nitrogenons values for fertilizers, uxe the gus in gas engines to drive | dynamos and transmit the current to the cities for ight, power and heat. ‘Phat would anninilate the coal smoke, which | it is now demonstrated is the principal cause of the London fogs. W. C. Dovaz. The Lone Star Association Excursion. The Lone Star Beneficial Association gave its annual outing at River View yesterday. Wash- ingtonians went down by the shipload. The register of the customs officer indicated 3,300. Passengers-elect were left on the Washington pier. The crowd was great and the fun in due ratio to the success. The resort wore an air of midsummer activity and a spring drew of foliage and flowers. Belles, beaux and babies spread themselves over the ‘green lawns. No- body kept off the grass. Nwains and sweet- hearts plucked wild blossoms in sequestered | spots. Men and maids told love tales with their looks. Chaperones and mammas swung around the circle, too.
