THURSDAY... CROSBY S. NOYES. THE EVENING STAK has a regular and | permanent circulation in Washington three times larger than that efany other paper | the city. As = local NEWS paper and Ad- jertising Medium it has no competitor. One of the most obnoxious features of the | great rush for office that quadrennially excites | & large percentage of American manhood is the | pressure which politicians bring to bear upon | the District Commissioners. With pertina- cious effort that would result 1m fortunes if ap- | plied to mercantile ventures Congressmen who | fail to interest the President or his cabinet in their candidates proceed to the District build- ing and there hamper governmental business by endeavors to have capable mh removed to make way for untried somebodies who yearn | for place in the public service. Such pro- cedure would be indefensibly wrong even if the applicants were legal residents of the District, | but it is worse when they cannot establish any | closer relationship than that found in the fact that they are citizens of the great republic of which this is the capital. From | the day when the general government estab- lished its home here this scrap of territory has | suffered more or less—generally more—at the | hands of politicians and now another but no less hungry generation of those who have ever regarded this place as a common experiment | station is bent on acquiring positions now filled by competent and worthy men. Such disor- ganizing pressure should be resisted to the uttermost, and all the weight of solid public sentiment will support the Commissioners if they but do their whole daty by the commanity they govern. Doubtless in a few instances the service would be benefited by change, and in these cases changes should be promptly and un- | hesitatingly male, bat it would not be at all surprising if such exceptions to the general | rule of fitness should turn ont in the main to be non-residents who achieved salary originally through political influence. Thoughtless demo- erats who loudly advocate many changes in order to secure “‘a fair whare of the offices” cannot be acquainted with the true condition of affairs at the District building. All through Harrison's administration republican politi- cians loud!y complamed that democrats were retained in the local offices, and the cli- | msx of their sorrows was reached when, | ®& vacancy occurring in the health of-| fice, a democrat was app@inted to the place. | Of the seven heads of important departments six are democrats, and as such held office through a republican administration. The in- coming of President Harrison brought With it no surprises in local affairs. The chief of po- lice, the chief of tke fire department. the col- lector of taxes, the auditor. the building spector and the health officer are democrats; the assessor alone is a republican, aad he was appointed under a republican administration to fill a vacancy made when the board of Com- missioners was democratic. In view of these facts it would seem, if there must be revolation, and if the democrats wish to retaliate or fairly reciprocate, that republicans should be ap- pointed to six good positions instead of one. But there is no necessity for sweeping changes. The District of Columbia is non-partisan; it canxot participate in national politics and it should not be regarded as spoils upon which the victors may feast. It should be protected, and it doubtless will be ax soon as President Cleveland has opvortunity to look into the mat- ter. T that opportanity arrives it will be | impewible for the Commissioners to devote reasonable atiention to the many complex mu- nicipal problems that await solution. ee The proposition to open Mount Vernon to | the public on Sundays should not shock the se ibilities of any one, for there is nothing in Mount Vernon or its surroundings to arouse | irreligions feeling or unseemly demonstra | tion. A quiet afternoon trip by rail or river to the tomb of Washington—the Amer- ican mecca, the fountain of pure patriot- ism—a ramble through and around the historic mansion and among its beautiful surroundings and a refreshing journey homeward will not in- | jure local morality or lower the general tone | of the commanity. Popular sentiment—and of | ‘the thoughtful varety—agrees with the expres- sions of Mr. Edgar William Nye, who once ran | or was run by a newspaper called the Laramie Boomerang. In writing of that great natural wonder. the Royal Gorge, Mr. that much might be written of all wonders between the Mississippi and the Golden Gate, “enough to convince the most skeptical. | doubting soul on earth that tliere was a great and good intelligence back of all accidental chemistrr, giacier-erosion, earthquake action and preadamite ehanges—a God who created this mighty museum of never ceasing wonders and then left them all open on Sunday so that the poor and the working men might come and | see them. I still believe that there could have | been no harm in leaving the Royal Gorge open | on Sundar. the ‘The conrt-martial of Corporal C. E. Wade of the Engineer Corps, now proceeding at Willett’s | Point, adds weight to the argument that the sale of intoxicants at post-exchanges as they are now called should no longer be permitted. Wade is charged with attempting to blackmail | Be of brewers who were desirous of selling beer to the exchange and ss) be was steward the selection was largely | would have produced « result directly oppo- | sonable ides that the departmental service is | alone upon the sensation mongers whose wares | and that even nows fewstill survive is probable, ish or malevolent exaggeration to which sensi- and to insult, by the broadness of the unsus- Iaunch was asad one, but it is hard to feel genuine sympathy when misfortune catches a ment, a plurality of wives and a steam yacht simultaneously. well to bear what the Arizona Kicker has to say before making any serious comment on the selection. fr to that country a brilliant opportuity to keep out of trouble. ture boom in Chicago has collapsed. mon Church will one day rule the world politi- cally, which is probably one of the unkindest things ever said about politics. to rob a safe in Rochester, that the barglary babit is respecting neither age nor sex. to extend the executive session idea to the Post Office Department, the overture of chin musie is so much longer than the performance. in which some very be. ful floral shapes in lamps were shown. how often does an electrie plant bloom?” “wns modeled after one of Europe's most famous structures.” “you mean muddled.” phrase ‘fair Hawaii’” said the writer's friend. Up to this time no one bas ever accused President Cleveland of being supersensitive, but if the ramor that stalked around the corridors of the Post Office Depart- ment yesterday is to be relied on then a new Phase has been discovered in the presidential character. Had the order remained in force it site to that which was said to be desired. Poli- ticians and newspaper men in search of facts as to appointments would be but partially re- strained by such a regulation and, being mere men, would have retaliated in a variety of semi- humorous but presidentially-annoying ways. In this democratic day, when the people are supposed to be supreme, any effort to conceal from the public fully accomplished official acts ‘Will result in great popular outery. —_+-+—____. For the generally accepted but wholly unrea- depraved and dishonest responsibility rests are eagerly sought after by newspapers whose columns are perennially illumined by the col- ored fires which seem to be their principal stock in trade. The “sinecure” fiend is now abroad, bent on discovering in a nebulous, inde- finable, insupportable fashion countless exam- ples of that form of corruption in which figure men and women who draw salaries from Uncle Sam and render no equivalent service therefor. ‘That there have been sinecures is well known, but tosay that there is an immense numbereither in one or all of the departments is simply fool- ble people who have any acquaintance with of- ficial Washington will pay no attention what- ever. For years all manner of cleansing pro- ceases have been applied to the minor details of governmental affairs, and ase natural result the sinecure has almost disappeared. To say that it still exists and in great profusion is to caase- lessly slar the good men who have borne or do bear the burden of managerial responsibility tainable imputation, the thousands of honest employes whose presence is so potent in mak- | ing this city such a delightfal place of resi- dence. ——_+++_____ The accident to the Sultan of Turkey's steam man who has undertaken to conduct » govern- THE EVENING i] BAUM 416 Tr Sr. 2D NO CREDIT-QUICK SALES—SMALL PROFITS.
