BRFE PLANS ADVOCATED, BUT FINALLY ALL ARE DEFEATED AND THE MATTER GORS OVER OTHER MEASURES OF LOCAL INTEREST CON- | p SIDERED. } ‘The struggle to obtain a new government printing office is further from solution than | when the movement was firet begun about three years ago. The Senate today Tefusel to invert in the sundry civil bill the amendment favorably reported by the joint committee on printing appropriat- ing $250,000 for the purchase of the Johnson site and the erection thereon of a new build- ing. Thix action was taken after the Senate had devoted tive hours to advocating one site or mother. The debate began yesterday at 3 o'clock, an | account of which will be found in another column of Tux Stax. The first substitute, offered by Mr. Vest.for the Mahone site was de feated 24 to 21. The amendment of Mr. Gallinger to enlarge the present site met a similar fute by 34 to 14, and then the original amendment also went down by 28 to 21. When the consideration of the sundry civil Dill was resumed im the Senate today the dis- cussion of the amendment for the purchase of a site for a government printing office was continned. Mr. Gorman took the floor. He said that he disliked to detain the Senate, but the need of additional facilities for the government printing office was admitted on every side. He reviewed the history of the matter and expressed himself frankly in favor at one stage of the proceedings to have the — government. condemn property adjoining the present site and enlarge the building now occupied, thus saving thousands of dollars. He has not changed this opinion, but Congress had placed the selection of a site in the hands of the joint committee on printi he was amazed and astoni-bed after Congress had expecially di this committee to investigate this ques- tion and after this committee had dealt with the question fairly and justly and decided on a site which was the cheapest one available and snitable, another committee should report a different proposition. He de- plored this condition of affairs and controversy ofa personal character between two committees aud would be surprised if the report from the committee on printing was rejecte?. Mr. Harris interjected the remark that the Proposition seemed to him to be this: that both sites had equal railroad facilities, but that the John«on site was cheaper and nearer the Capi- tol—two very desirable points. ANOTHER OFFER FOR THE MAHONE LOT. Mr. Vest claimed that the Mahone site was not farther from the Capitel than the Johnson site, and without objection submitted on the part of those advocating the Mahone site a Proposition to sell it for €1.10 per square foot as a compromise Mr. Gorman thought that this matter shonld not be an auction on the floor of the Senateand reiterated bis hope that the report from a com- | r. Allison asked whether if the Baltimore | and Obio viaduct ran down Delaware avenue it would not be an injastice to have the street oc- eupied and then at the same time take the parking on one side of the street for bailding purposes, In reply Mr. Gorman stated that, like the Senator from Missouri, Mr. Vest. he considered the permanent location of the Baltimore and Obio tracks in this city was a matter of the dim | future. To ENLARGE THE PRESENT BUILDING. ‘The logical and suitable solution of the roblem was that to enlarge the present build- ing. a plan indorsed by every practical printer | whom he had conferred. It met all| the requirements demanded by the com-| mittee on printing—the area was suffi- cient, facilities excellent and location better than any yet proposed. Phe amount to be saved by an enlargement was argued as one of the points why the pian ki advocated was the best solution of the problem. The buildings erected adjoining the present Daiiding were not of an expensive character, | and while the purchase of the land might cost more the total expenditure in his judgment would be less. As between the two sites the Mebone and Jobnson—he had very little choice, but believed he would foilow the com- mittee on printing. He thought personally that perhaps | the whole matter might without injury be re-| ferred to the reform Senate and reform Con- Gress which woud soon be in se=sion.
