Mr. Bailey of Texas had to take a dose of his own medicine today. Mr. Bailey didn't like it, but the House was the goose is sauce for the gander. In the first place. Mr. Bailey is great stick- ler for the Constitution. He has upon numer- ous oceasions during the daily meetings of the House, in the early hour of day, when members had not yet arrived in full numbers, called the attention of members to the fact that @ quoram was not Present, as the Constitution provides, which would prevent the consideration by unanimous consent of bills at that time presented. His objection, of course, served to cut off further consideration and ‘Mr. Bailey was not beloved therefor. = ‘Today Mr Bailey had alittle bill. It related ition of the bill. Mr. Sg related its merits, while Mr. BOW CAN DRAW yoUR owy iuiescence to each sentence. ; ee THE HAWAIIAN QUESTION, It Was Again Discussed at the Cabinet Meeting Today. OTHER TELEGRAPHIC NEWS, ANIMATED, BUT NOT EXCITED. A Let-Down in the Dealings in Reading m the Stock Exchange. New York, Feb. 21.The stock exchange, a@ Usual, presented an animated scene this morn= ing, but those who expected any tremendous excitement or panic on account of the Reading developments were disappointed. entirely out of the hands of the executive. The discussion related to the pros- | pects of the treaty of annexation and the unex- plained tardiness of the representatives of Queen Liliuokalani in presenting their side of the case. ‘MR. NEUMANN FAILS TO APPEAR. Secretary of State Foster is somewhat disap- Pointed at his failure to meet Mr. Paul Neu-| mann, the envoy of the dethroned queen, espe- cially as he traveled ail Sunday mght and all | day yesterday from northern New York to keep an appointment to meet him at the State Department last evening at 7 o'clock, and also remained at the department this morning an hour after the assembling of the cabinet in order to give’ Mr. Neumann @ | hearing in case he should call at the depart- | Ment. But he was disappointed in both in- stances and has beard or seen nothing of the representative of Hawaiian rovalty since he called on Assistant Secretary Wharton last Fri- day and arranged to meet Secretary Foster last evening. | | | BELIEVES HE WAS ABANDONED BIS MISSION. When he failed to appear at the hour fixed, | the Secretary, fearing that he might bave mis- taken the time or possibly been misinformed, | sent his secretary to the hotel to notify Mr. Neumann that he was waiting to receive him. But Mr. Neumann was not at his hotel, so that the interview was not held. Nor was anything heard from him this morning, so the impression has grown that he has aban- doned his mission altogether, so far at least as the executive branch of the government is con- cerned. WHAT THE COMMISSIUNERS EXPECT. Messrs. Thurston, Wilder and Castle of the Hawaiian commission have arranged to leave Washington ‘Thursday morn- ing for San Francisco in order tocatch the steamer sailing March 3 ‘They say they are going in the tull hope that they may tke back to Hawaii the news of the raufication of the treaty of annexa- tion, and they want to be mear San Francisco in case of such action, so they may reach home with as little deimy as possible. Cotamander Marsaen has already gone to New York, but will make the transcontinental jour- ney in company with his associates, MB. CARTER WILL REMAIN. Advices from Berlin are to the effect that the Cologne branch of the German Colonial Asso- ciation has resolved that the “pretended pro- vision for a protectorate to be established over Hawaii by the United States means the injury of German colonial interests, and that the declaiation in question by the United States will lead eventually to an illegal protectorate which will deprive Germany of the possibility of protecting her interests on the islands.” he resolution adds that the United States government undoubtedly intends to create at Honolulu an important base of operations against German colonial interests in the South sea, and that this undertaking can be tolerated by Germany only on the condition that the em- | pire be compensated by receiving the rights of 8 full protectorate over Samoa and the Tonga Islands, BRITISH WARSHIP TO VISIT HONOLULC. The cruiser Hya- cinthe, now coaling at Esquimalt, will sail for Honolulu on Wednesday. A Fight on the Treaty. ‘The character of the fight that has developed against the Hawaiian treaty has caused its friends considerable uneasiness, and the under- standing is that they intend to make an attempt this afternoon to hasten it through, as the op- Position is gaining strength. Senator Allison is now counted among the most earnest nents of the treaty, and those who are fighting it say today that it will be im toget a two-thirds, wove for it tu the temste, Mie Tucker of Virginia, Mr. Springer of Dlinois and alot of others propose to get a resolution through the House to ascertain why a which will involve the government in tures and require the raising of revenues has been submitted to the Senate without submitted to the House also. The effort to de- feat the treaty is very earnest. ae THE NEW YORK “MACHINE.” the reports that Mr. Cleveland is making bead- way in a fight to break up the democratic machine and they are makings great many anxious inquiries of the New York men. Hill's New York friends speak contemptuously of the fight on the machine. They admit that there is some trouble with certain men in the legislature, which endangers legislation which the machine wants. They say, however, that for Honolulu. | When the hammer fell at 10 o'clock the bull of the crowd on the floor was closely pressed ‘round the Reading board and operations be- gan at once with an uproar that caused the un- initiated in the visitors’ galleries to think the bottom had dropped out of Wall street. But the throng of traders was not as great as that of yesterday nor were operations oeariy so heavy. Reading opened at a slight advance over Yesterday's closing. viz., 1 per cent to 31. The hammering which began as soon as voices could be lifted and hands apraised quickly mulli- fied the improvement, and in less than three Minutes the unlucky stock went down to 28%. In ten minutes the Reading crowd melted out thirty operators, who maintained the war with vigor. The transactions in the first fifteen minutes reached 86,700 shares, lew than half the number sold in the same time yesterday, which was 196.400. This ie fair in- dication of today's excitement as compared With that of yesterday. ‘onsiderable activity was shown around the New gland boerd. That stock followed Reading's drooping tendency and fell away from: 40% to38!,. “Transactions in the stock, however, were not heavy. The visitors’ galleries were crowded with per sons eager to see something. Old stock ex- change frequenters said there was more ex- citement in the guileries than on the floor. Although the excitement over Read- |ing in the exchanges seems practically over, the Reading development continue to be the | absorbing topic of discusmon in Wall street | Circles. The announcement was made by Presi- dent Parsons that no large blocks df New Eng- land bad changed hands. * LEMON VALLEY. lerable talk as to the possible effect on Lebigh Valley. Thix was quieted by Vice President Garrett, who urged that the Lehigh Valley lease would not be affected im any way by the Reading reseivership. “Reading,” he said, “will be in a better posi- tion to meet its obligations than before because 1t will be operated under the protection of the court.” ‘The only official statement about Reading that has been made public in Wall street comes from A. J. Antelo, one of the Reading board of managers, who states positively that Reading's floating debt is ouly 6,000,000, Of this one-half, be says, is due to Speyer & Co., the bankers of this city who made that advance upon the security of deposit of collateral trust Ss. The remain- ing $3,000,000 is due to Philadelphia capitalists, who also hold deposits ax security. Mr. Antelo attributes the Reading crisis to attacks on the company's credit by rumor, He says that Reading will recuperate and be stronger than ever, being backed by Ticher and more influential’ men than before. He thinks « year the extreme limit for the road. to be in the receivers’ hands. BROKERS SKYLARKING. New York, Feb. 21, 1:45 p.m.—The excite- ment even in the Reading crowd at the stock exchange, where brokers now are standing round talking and skylarking with each other, seems to have compictely died away and orders to buy or sell 100 shares can now be executed | without trouble. ‘MR. PLATT'S DENIALS. Ex-Benator Piatt, who bas just returned from, Philadelphia, said that be made the application for areceivership to protect the interests both of the Reading and the United States Express. He is au intimate friend of Mr. McLeod, and sass the receivership is a friendiy one and that the results will be eminently satisfactory to both the stock and bondholders of the com- pany. He also adds taat neither Mr. J. Morgan nor the Vanderbilts had anything to do with it. Notwithstanding denials, however, a large portion of Wall street still attributes the turn- over in Reading to the Morgan-Vanderbilt interest and positive assortions are made ‘that in due time the latter will be found in eon- trol at least of New England. They are said to have picked up the greater part of the 105,000 shares of New England supposed to have been dropped by the Philadelphia syndicate, Mr. Parsons, it is also said, has arranged with the New Haven interest to turn over his entire holdings of New England as soon as the Mor- gan-Vanderbilt interest has been enabled te uy in enough stock to give them control. THE PHILADELPHIA MARKET STILL EXCITED. Pamapeirura, Feb. 21.—Reading developed a little strength at the opening of the stock market this morning, the first quotation being 15 1-16, a gain of 1-16 over yesterday's closing figure. It then rose to 15}, but a reaction fol- lowed which sent it down to 14%, and, after fractional losses and gains, it was quoted at the latter figure at 10:30 o'clock. Although the air of mystery surrounding the Reading's troubles has been partially cleared by the appointment of the receivers the pressure to sell continues. Lebigh Valley opened at 49, » gainof 1\¢ over the closing price yesterday, but in a few min- utes it had dropped a half and the decline con- ‘tinued until at 10:30 it touched 47%¢. It later rose to 48. The excitement in the market con- tinues and will probably not be allayed until the Reading's receivers give out the promised statement. | No STATEMENT TODAY. Judge Edward M. Paxson, A. A. MeLeod and E. P. Wilbur, the receivers of the Reading companies, met at the general offices of the Fes at 920 o'clock ‘this morning and wil together . omar te amde of Greate will most probably outline a policy to be pur- sued.
