Since his re-election to the Senate by the aid of the voter of the silverites of Nevada Mr. Stewart, who has been the most) Pronounced republican advocate of free | coinage, has declined to participate int the republican caucuses. There __ will be another such caucus this evening, and, not | intending to be there, Mr. Stewart has been at | work all morning endeavoring to do some mit jonary work that might act as a leaven when the orthodox members of the party moet to- night to discuss the financial question. Natur- ally Mr. Stewart is opposed to the repeal of the | Sherman act, as it is the only vestige of | thing approaching free coinage on the | statute books, and if it were wiped out there | would be nothing left for the product of the mines of the west but commercial sales. I feel very confident that enough votes to pass the bili can by no method be gathered together.” TO EXEMPT FROM PENALTIES, A Bin Affecting Arrearages of Taxes Passed by the Senate. A favorable report was made to the Senate today by Mr. Hunton on the bill to allow those whose property was involved in law suits or who were minors at the time tho arrearages of taxes were received at 6 per cent to pay the arrearages of taxes up to July, 1892, with remission of penalties and interest at 6 per cent per annum. At Mr. Hunton’s request, there being no objection, the bill was passed. ‘The report states that “the bill is for the benefit of persons whose property was involved in law, and also minora who had no control rer thelr nroperty at the time the edventage in the bill of May 6, °80, existed. The penalties and interest at 10 per cent with the amount of pecial improvements’ paid almost ab- sorbed the entire .property. In some instances the specials ran as high as 20 to 48 cents per square foot. Besides, the general taxes are spent in making special improve- ments in streets when not one cent bas been paid for such improvements by owners of the property for fifteen years past. “The arrears of taxes due amounts to $400,- 000. Shoulde this bill pass probably $100,000 would be collected i. the next «ix months, while in all probability €10,000 would not be col- lected in the ordinary way. It is well known that there is no law. for the collec- tion of arrearages, as “owners only par in case of a ale. The District issues drawbacks to perrons who own and hold certificates when astestments are annulled by acts of Congress, the courts or the Comminsion- era, which drawbacks bear 10 per cent interest. Under the act of June 2. 1890, thi backs only with accrued intetest to that date, making the holder lose ail from that date to the present time, should the certificate be pre- sented today. Over two years of interest is thus lost to the holder. “The act of June 2, 1890, never intended such loss to the bolder. For all certificates of stock, drawbacks to date of anullment should be issued with the accrued interest thereon.” : fae aeeE EES NOT QUITE 60 WELL. Mr. Blaine Said to Be Not 2s Strong Today festerday. There were more signs of life about the Bjaine residence during the hours of the night than has been usual of late, the principal indi- cation of which was that the gas in the sick room and those immediately adjoining it were lit more frequently than on preceding nights. This led to the belief that the ex-Secretary was not resting so well as he has been the past few nights. The attendant at the door said this morning, however, that Mr. Blaine had rested comfortably and had passed # comfortable ight. There wae a slight cause of slarm to those watching the Blaine mansion last evening. At 5:45 Dr. Hyatt drove up and Dr. Johnston fol- lowed a few moments later, and es he alighted from the carriage he directed the driver to go to his office for certain medicines. The serv- ant drove back rapidly and the medicine was immediately taken to the sick room. Mr. Blaine, jr., who was out of the house at the time, was hurriedly called in. Repre- sentative Hitt, who was in the house pbefore the physicians came, left the house, but had no information to impart as to Mr. Blaine’ . Betwowt, Kv., Jan. 21.—The ice gorge here broke yesterday, leaving death and destruction in ite wake. The government steamer Kirns and several barges were caught in the jem end went to the bottom of the river. Three negroes, deck hands, who were on one of the barges. perished before assistance could reach them. The Kirns was ued at $50,000 and the barges at €6,000. Carmo, Ti. The steamer Rirns was sunk by the ice in the Belmont gorge Thursday night, Yesterday morning Capt. Jobn W. King received @ telogran from Chief Engineer Corer, of th ley line, now at Belmont, saving that the river was gorged at Hickman 's since Sunday noon and isnow one mile long. The buck water from it caused the river to rise eighteen tuehes at Belmont, which loosened the ice at the upper gorge, making it close down upon the government's steamer, Peter Kirns, causing it and a barge to sink.
