It fs Said to Be Completed if Mr. Dickinson WIN Acce, It is whispered about among the democrats that Mr. Cleveland has practically completed bis cabinet slate, and one by one men who have hoped to go on the list are abandoning their hopes. The only thing that holds the matter open at all iseaid to be some uncer- tainty as to the course of Mr. Dickinson, The slate is said to be made up contingent upon bis acceptance of the state portfolio, and if be ac- cepts the slate will be turned face down and allowed to remain so until the $th of March. The understanding of the Michigan people is that Dickinson will accept, though he bas not formally done soas yet. He ts holding the matter open as Carlisle did, with the prospect of a similar result. Some time ago Mr. Cleveland concluded that be woud not appoint a_ southern man to the position of | Attorney General, but there t#excellent suthor- ity today for the statement that be bas recon- sidered this and has slated ex-Senator Eustis of Louisiana for the place. Eustis was an anti-Cleveland man before the nomination, and he and Cleveland were at outs, but the ex-Senator took an active part in the campaign, and the to men ure now on tery friendly terms. If Eustis is appointed the south will probably get either the Post Office or the Agri- | cultural Department also. Eustis is out politics in Louisana and is one of the “southern colony” of New York, It in expected that Wall of Wisconsin will be Secretary of War. Gray of Indiana Secretary of Agriculture and Blount of Georgin Postmaster General. This pretty nearly fills the list, with those who are already known to be slated. It is understood that Judge Walter Q. Gres- bam will be offered a place in Mr. Cleveland's cabinet. This statement is made on very good authority. ———+__—_-2— ICE IN THE POTOMAC. No Apparent Danger of a Freshet at Pres- ent. Officials at the signel office informed a Sram reporter today that there are no indicatiogs at present of a freshet in the Potomac. Nothing has been heard from the observer at Harper's Ferry for several days, His last report was that the river was frozen at that point, and the same condition prevails at present, otherwise the bureau would certainly have been notified. Lieut. Garriott, in charge of the Washington office, said that in the absence of information from’ Harper's Ferry to the contrary it must be accepted asa fact that the recent thaw bas had no perceptible effect on the ice in the upper river. He said the office realized fully the great danger to Washington froma freshet while the river is filled with ice,and that the observer at Harper's Ferry knows it to be his first duty to give prompt notice of any threat- ening movement of the river at that point, He suid, however, that it would take a good deal more of a thaw than we had yesterday or today to start a general movement of the ice in the river. It is co thick that it will take several days of the present weather to make a danger- ous impression upon it. A heavy fall of rain, however, would have a most disastrous effect, and it is to be hoped that the river will be prac- y clear of ice before anything of that kind occurs, — CORDIAL CHILEANS. Admiral Gherardi’s Account of His Pleas- ant Treatment at Valparaiso. Despatches were received at the Navy Depart- ment today from Rear Admiral Gherardi, dated at Valparaiso, Chili, giving an account of the official ceremonies attending the recent visit of his fleet to Caliro, Peru and Valparaiso. He says the officers of the fleet were recefved at each place with every possible courtesy, and that the resident officials did everything possible to make their stay pleosant andagreeable, They were feasted and doted and reciprocated by giving dinners and receptions on the ships. The Chileans were especially cordial in their welcome and no incident occurred to mar the usual exchange of courtesies. Admiral Ghe- rardi’s fleet, composed of the Baltimore, San Francisco, Charleston and Yorktown, is now at Montevideo, Uruguay, preparing for the voy- age to New York. eens PENSION OFFICE METHODS. They Are Severely Criticised by Dr, Ains- worth of the War Department. Dr. Ainsworth, who by a special bill of Con- gress has been placed in charge of the record and pension division of the War Department, with the rank of colonel, and who intrusted with the en- stration of pension matters as far as they relate to army records, was exam- ined yesterday before a subcommittee of the House on the question of transferring the whole pension system to the War Department. His evidence was racy. Speaking of the suggested transfer, he said “So far as I am personally concerned ‘I am op- poved to it. Idon't want it. It quadruples the labor and responsibility. But if Congress should see fit to exercise its undonbted right and make this transfer it certainly should provide that the rank and pay of the chief of the fecord and pension office should be increased correspondingly with bis responsity He should have the rank brigadier general and I should prefer my present place to the new place with & major general's commission. * * © Whether you make this change or do not make it, one of the first things you ougnt todo is to straighten out the affairs of the pension office, There is an office which of all things ought to be con- ducted as nearly like a private business concern as ble. “It has most unbusinesslike methods and there is one very good reason for it RUNS UP AGAINST INFLUENCE. ‘No commissioner, whethér the present one or new appointee of President Cleveland's, can bring order out of the chaos there, because he has no authority to keep order and to discipline refractory or worthiess employes.
