No President of the United States ever had such opportunity to dilate honestly upon the greatness and prosperity of the United States as is afforded President Harrison, and it can be confidently asserted that no neglect of the priv flege referred to is apparent in the message whieh was today read to both Houses of Con- gree, Without attempting to deal in those generalities which are frequently termed “giit- tering” the President dives into the great deeps of statistical information and proves as conclusively as anprejudiced figures and plain matter-offact statements can thet the growth of the country dur- ing the protective and simost exclusively republican era of thirty-two years fs without | Parailel in the history of nations. It is reason- able to conclude that much of the argument, particularly that in the opening paragraphs, would never have been written had the demo- eratic party failed on November 8, for in that ease the republican cause would not need «| ebampion, but with things political as they are, St was certainly not improper and ft was char- acteristically courageous for the President to | deliver himself of a closing official argument fm bebalf of the principles through which Be was once elevated to the chief magistracy and once defeated. To the calam- ity-wailing farmers several valuable truths are plainly put. “If,” says the President, “any are discontented with their state here; if any be- Meve wages or prices, the returns for honest toil, are tnadequate. they should not fail fo re- member that there is no other country in the world where the conditions that seem to them hard would not be accepted as highly pros- perous. The English agriculturist would be glad to exchange the returns of his labor for those of the American farmer, and the Man- ebester workmen their wages for those of their fellows at Fall River.” This is followed by a clever reference to the personal interest felt by Gen. Harrison in the welfare of the working classes, for whom he would preserve “rates of wages that would not only give daily Dread, but supply acomfortable margin for those home attractions and family comforts and enjoyments without which life is neither hopeful nor sweet.” Very squarely, however, does the President accept the result of the recent elec- tion and very skillfnlly does he place the entire governmental burden on the shoulders of the party which will be fn power next March. He recommends to the Senate the policy of inac- tion as to the tariff bills passed by the House Inst session, so that all tariff revision shall be by the incoming Congress, and he regrets that this work of revision “must be delayed for at lenst three months;" the regret springing from an apprehension of busi- news inaction and diminished production consequent upon uncertainty. Incidental to the tariff question is that great problem in which capital and labor are so earnestly con- corned.
