The new ju peared at the court howse at a few minntes of 10 o'clock, and, with District Att and Col. Totten, entered the o of the justices, where he was introdaced to Chief Justice Bingham, Justices Hagner, James, Cox and Bradley. After some conversation be fell in line with the chief justice, Justioos Hagucr and James, and walked to the bench, taking his position at the bouth end of the bench. On the wing opened the justices arose and the Bible was reverently taken by the new justice and Chief Justice Bingham ndministered th cath prescribed for the Justices. He at ones took the seat next to Justice Hegeer and engaged in conversation, He remained on the bench. Representative Scott Wike of Tlinois said this morning in response to the question whether there will be an extra session of Con- If it should go ahead and pass a revenue bill that would increase the receipts from imports to meet the deficiency in the treasury there would be no need of un extra session. But Iam not prepared to say what this Congress will do, I know what I would do if I had full power. I would an income tax bill. I had such a bill in the last House, but am not sure that I will call it up again this session, In 1866 this government raixed 72,900,000 of revenue from ‘an income tax and over one-half that amount came from incomes of over $5,000. My iden of an income tax would practically exempt the ses, ax I would not tax incomes below $5,000.’ The great objection to an income tax is that it is inquisitorial. But to me it seems not more so than the ordinary state tax. I like the income tax rystem. of England, which has been in vogue for fifty-one years.and successfully, too. In England the manner of levying this tux on corporations is to first col- lect it from the net earnings of the company before any dividends are declared and let the company in turn apportion the tax among the stockholders. Under an income tax law, euch ax 1 would levy, there would be no muiti-mil- lionaires in this country. Under a graduated income tax I would raise the levy so high on large incomes that it would practically be im- possible fora man to acquire more than a million dollars’ worth of wealth at the outside.” “Will Mlinois have a place in the new cabinet?” “Lean't say. As for Col. Morrison, I am for him for anything he wants. Secretary Foster Thinks There Will Be None—The Financial Situation. ‘The discussion of a propesition to issue new government bonds to make up for a deficiency in the revenues of the government excites con | siderable interest. It will excite much more interest if it becomes generally understood that the democrats, acting asa party, really con- template such an issuance. For a number of years past the policy of the government financiers has been low as possible, and the dicappearance of the much-talked-of surpius in the treasury is in part due to that. ‘The proposition to turn around now and issue new bonds will meet with disfavor in many directions, and it is uncertain what the effect would be on the party undertaking it. Certainly an attempt on the part of Congress to authorize the issuance of new bonds would excite much However wise the purpose might be. the disorders it would provoke and the pos- sibility of craukisms it would open would make the attempt to issue bonds emburrassing for the party responsible for it. A reason being urged by young Cable of Mli- nois aad other democrats, who favor an extra session, is that bonds should be issued at once, ¢o that the responsibility for the condition mak- ing this move necessary might be put upon the outgoing administration. SECRETARY POSTER'S VIEWS. Secretary Charles Foster dues not think a new issue of bonds will be authorized. Talking with a Stax reporter on the subject this morn- ing, he said: “I cannot undertake to guess what the demo- crate may do, but Ido not think there will be any new bonds issued.
