EVENING STAR. HINGTON. a WEDNESDAY... CROSBY 5. NOYES THE EVENING perman: STAR has « regular and The new government in Greet Britain is made up chiefly of old material, as expected. The radicals are disappointed, but the prime min- ister's task seemed to require a cabinet in which | that element should not be too conspicuous! represented. The cabinet will contain, besides | many other experienced and notable men, three whose names have been canvassed for the suc- eeesion when Father Time removes Mr. Glad- stone from the scene. These are Lord Rose- Dery, Sir William Vernon Harcourt and John Morley. Rosebery’s appointment to the foreign which was regarded for a while as slightly in doubt, was so obviously the right ane that ft had to be made or the perplexities of the new government would have been greatly fmoreased. Under his leadership doubtless the pelicy of Mr. Gladstone in Egypt and perhaps fm the east will be pretty much the same as Lord Salisbury’s has been—at least for while. Grest Britain, in view of Russian aggression, fe hardly prepared to weaken the understand- ing with the triple alliance powers. Her po- sition on the Nile must be maintained. The ‘emission of Mr. Bryce, who was expected to be secretary for Scotland, may yet be supplied by giving him the place of first commissioner of public works with a seat in the cabinet. Bad- foal discontent would be measurably appeased by #0 notable an appointment, but inasmuch as he was parposely excluded from the original program this does not seem likely. Mr. Bryce’s advancement, next to that of Mr. Gladstone, would be gratifying to Ainericans, it is hardly necessary to say. While Mr. Morley is en- tirely acceptable to home rule Irishmen th: are not quite sure of Lord Houghton's appoint- mentas viceroy, so little known is he to the public save asa liberal member of the queen's household in @ former government. All in all the new cabinet is a strong one, notable for its ability, its experience and its homogeneousness, As it has several months in which to agree on {te leading measures before parliament will be expected to deal with them, a coherent policy may be looked for. Nevertheless most of the aificulties will probably remain, no matter what good fortune in the meantime comes to simplify the situation. ~ okies The Buffalo railway strike, extended today to include the New York Central and West Shore road, becomes more complicated and bnrden- some. Inail these railroad strikes the princi- pal interest of the public, when no direct viola~ tion of law and order ocears, is in the partial or complete cessation of trafic and communica- ton. As in the present case the peace is broken, property which is used for the public conven- fence destroyed and the personal rights of indi- viduals wantonly trampled on, their liberty interfered with and even their lives put in| Jeopardy, it is time for the strikers to be taught | that they do not live in Paris 8f the commune, | but in law-abiding America, and that the rest | of the commnnity does not intend to permit the | perpetration here of the communistic atroc ities | ‘executed in the old world. The laborer has the Fight to stop work, but not the right to| stop other people from work. He has not/| the right. after he has ceased to work, to de- | stroy bis late employer's property or interfere in wny manner with his employer's business; the only possible exception being the use of lege! means to carry on a controversy with the former employer. The wild excesses at Buffalo cannot fail to react unfavorably on the whole body of strikers. These excesses, it seems from recent experience, are the sequel of the movement begun in violence of counsel if not of action. Strikes generally would seem te be degenerating into anarchy. The garbage question need never be so anx- fously at the front again as it is this summer, but if is in its very nature perennial and cannot Jong st any time be shoved tothe rear. A good service iss public necessity—something to be fought for as for the salvation of human life. | ‘That is just what it amounts to in the end. Creaning up the garbage is a very simple thing, but simple things are often the most difficult, | such is the tendency in this world to slur over | work, to shirk responsibility and to avoid what-_ ever is unpleasant in duty. Just now, as Tar Stax has so sfien contended, the needful thing isto remove the refuse, to thus save the city | from bad odors and the danger of disease due | to euch canses as the decay and decomposition of | vegetable matter. The consideration of plans | for destroying the removed garbage, while im-| portant, is yot « secondary question. The | speedy collection of the poisonous refuse and its | instant removal are easily the prime matters | sad wnust be attended to before anything else. - —s ‘The pitched battle at Oliver Springs, Tenn., between the convict guards and the attacking miners might have been anticipated. That it did not occur ut Tracey was due entirely to the numerical superiority at the latter place of the Miners. The state government would seem to becriminaily indifferent to ite duty in the Premises. Either the convict lease system should be aba: 1 and the conviets employed | in some work less likely 2 mining, or the force of | Guards should be considerably increased. The | right and duty of the state to keep prisoners at | Femunerative labor must be admitted, otherwise | the penitentiary system is abortive and had better be abolisied. | < ee The omission from the Gladstone cabinet of Mr. Labouchere, editor of the London Truth, and one of the foremost radicals, may make it | imteresting for the government further along. | “Labby” and the queen are not good friends— neither have (iadstone and himself many points of personal or even political contact. Mr. | Labouchere, while a man of considerable ability im certain directions, is = very undesirable col- | league. His radicaliem is of the most pro- Bounced type, but that could be borne bys liberal ministry if he were not co bent on say- ing the brightest things in the most offensive manner, see Robert G. Ingersoll said recently: “Both Parties are engaged in figuring how they can, defeat their own candidate and not elect the Other fellow.” ‘The question arises whether the colonel means Ly this to give encouragement to | the people's party. Or has he been betrayed, | @ witty people often are, into saying more! ‘than be meant? | ———_ee— Logan Murphy of Kentucky killed his father incold blood. Mrs: Alice Croker of Chicago was strangled by her son while they were in Germany. If, # theorists declare, there are | erime waves it is clearly a paraicidal fury that Reigns at present. ne —— we Mr. Dana says that he hasn't time to provide | the democratic campaign committee witha force Bill article, but says Senator Hill is just th@ man. Mr. Dana evidertly purposes to see that David siends in line and bebaves him- ealf. - + The latest news from Gray Gables is, as usual, that Mr. Cleveland bas gone fishing. sexs een a Gledstons’s cabinet is announced, and the | The Palais Boyel Tc.
