Gowxs While the American people still weloomes the right sort of immigration, there is a rapidly growing and stern opposition to the bringing over the very scum of Europe and incorporating {into our civilization. The experiment of un- essimilative immigration has been tried with woful results in [ouisiana with the Italians and im Pennsylvania with the Hungarians, not to speak of many other states and some other nationalities. The character of the immigrants has greatly changed in the past few docedes. Formerly the new blood was the best in the respective countries from which ttcame. The Scotch-Irish, the English Quakers, the Hol- landers, the Swedes, the French Huguenots, the Germans from the Palatinate and the Swiss mountaineers were among the first comers fol- lowing the earliest settlers, and they were nearly always people of substance as well as character and intelligence. They came with their families and such wealth as they bad, and they made the wilderness Dlossom a# the ros#. But these and their Moravian, Scandinavian and other snecessors for s time, were entirely unlike the contract laborers and paupers who took their places on the immigrant ships at a later day. Now that 619,320 persons come in one year—an increase of 63,82%4—composed of the old populations from which the republic has drawn so much of fts life, but also of heavy influxes from Poland, Tray, Russia and other lands, it ia the part of wisdom to consider new ways and means to stay the food. The imposition of penalties on steamship companies, especially the present law requiring of the persons coming who are debarred by lew, to be taken back whence they embarked by the companies bringing them, is the best mode vet devised for the ex- clusion of undesirable immigrants. The more efficient the administration of the law theless necessity there will be for further legislation, itis true. But time itself must develop other means to effect the purpose.
