4 “THE EVENING STAR. . WASHINGTON. ‘THERSDAY. permanent circulation In Washington three times larger than that of any ether paper in thecitv. Av a local NEWS paper and Ad- ‘Vertising Mediam it bus me competitor. “Wisely and slow; they stumble that run fat.” So wrote Shakespeare, and time, which bas upset so many things in the years that have | gone out of existence since those words were penned, has failed to make that advice lees sound. Those good citizens who now advocate a change in the administration of local police affaire would, if they have the best interests of | this people at heart, do well to heed the coun sel; would do well to remember that the basis on which are founded most of the complain! aguinst Col Moore are located in the heart of ‘that class of people which loses nothing but » Ktue money or less valuable liberty when com- peled to face the consequences of wrong-doing. ‘The fact that these sources of complaint are eolored should not enter into the argament— ther are simply residents of the District, pos- sessed of all the rights which belong to citizen-| ship and amenable to all the penalties thot are consequent upon crime—but those through hom the grievances in question have been noised abroad have elected to make their attack ‘upon Col. Moore with that oft-times suicidal as well ns murderous weapon, race prejudice. Bhould the result of the conflict be disastrous to the more bloodthirsty wielders of the two- edged blade they may look in vain for sympa- thr from many of their own people. It is undeniably true that while but 30 | per cemt of this city’s population is col-| ered, more than fifty-four per cent of the rime is committed by the debased members of this minority. The official records disclose a starthng preponderance of misbehavior by col- ered people. During the fiscal year which | ¢loved June 30, 1891—the Intest easily available figures—of the eight murders committed six were br colored men. There were 144 arrests tthe tty ety BAUMES POPULAR SHOPPING PLACE, SEVENTH STREET. 4 RED TICKET DaY or Asrounvrxo Bisoarns. PROFITABLE WARM WEATHER A lot of 7 ‘tor Club Bags Sor Devanrwenr. for housebreaking and 101 of the prisoners were evlored. One bundred and sixty-one colored | persons were charged with assault with intent | to kill out of @ total of 200 cases, There | were 117 arrested for grand larceny, and of these 55 were colored. Nine hundred and sev- enty-four of the colored minority were imprix- oned for assault and battery out of the 1,436 | eases that came before the courts, while 339 colored men and women participated in affrays | as against $25 charged to people of other races. In the carrying of concealed weapons the Out of 223 cases where petit larceny was charged 192 were against colored children | under sixteen years of age,and out of 330 charges for the same alleged commissions, 260 of the accused were begween eighteen and twenty- eve years of age. This is a truly deplorable state of affairs; one which mar. perbaps, right itself in time, but which would be corrected minority was also in the majority: there were | 280 cases and of these 201 belong to those | who are now threstening official de- | capitation of the chief of police. | more speedily were some of the energy now being used in bebalf of somo law-| less people, devoted to the cause ef mental and moral clevation. It fs true that police officers may have been forcible, even to bratality,in the handling of | some prisoners, bat it will not be denied that there are comparatively few cases where inno- cent parties bave had just canse for complaint. ‘There may have been instances where police- men who were improperly violent have escaped punishment, but they were exceptions to the well-nigh inflexible rule. Already is there among the lower order of colored people a lamentable and growing tendeney towurd defi- ance of those who represent law and order, a tendency which would seem to have been fos- tered by some of those whose livelihood springs | from and waxes great upon the openly unlawful conduet of others, This downward movement, thie confounding of liberty and license, must be checked in the interests of the whole commu- nity, white and black. Some of the agitagors in this movement against Col. Moore are colored citizens of good repate and they shoul@ be careful how they allow themselves to be drawn into « course | which will have only the result of giving prac- | tical id and comfort to the worthless and law- less elements of their race. The large reepect- able and intelligent portion of the colored citizenship of the District have as much interest as the whites in the maintenancé of law OD tb bt and order at the national capital, and they | $4 should rebuke any attempt to commit them ‘through race sympathy to any antegonism to | 4 the efficient execution of the law and the en-| forcement of order. | eee Ens The asenmption of control of the garbrge collection by the police Sn yesterday was mens- | urably prevented by the absence of the con-| tractor in another city. The contractor was absent because he de carrying out bis con! to leave the scene whe: presence is so much required in onder to Mepsult with his subcon- tractors. Meantime the Commissioners, the health officer, the “auxiliary” police and the patient holders of garbage that they wish re- moved are awaiting developments. If it were not for the previously good condition of the city, or the kindness of Providence, these de- velopments would speedily come in = most Unpleasant, positively dixtinctive, manner. | Adding a few carts or wagons, a emaller num- | ber than he promised, is not all the contractor has to do in this grave emergency. The truth is that if he bud properly used those already | in service the city would be now in far better condition than it is likely to be im many days under the existing order of things. | and he was obliged The capital of the republic deverves a better | 2 fate than to be at the mercy of inefficient con- | 5, tractors, and a system of government depend- eat entirely on the cuprices and the demogogic fears of Congress. +2 —___ | The car drivers are being instructed with Proper careand deliberation for their change of | Sceupation to that of gripmen on the new cable road.
