The appointment yesterday by the Com- missioners of Lieut. Hollinberger and twenty- seven men picked, three from each of the nine police precincts in the city, to act as an anxil- fary to the health department, gives promise of good results. It probably means as competent @ supervision as is possible with the force at command. Certainly with only about one- seventh of the garbage removed on a given day, as was the case according to the report made by Maj. Moore to the Commissioners, it fe time for radical reform. The addition of fifteen carts, promised by the collector, will fncrease the facilities for collection—but if the rivers and occasional assistants are to be per- mitted to pick out the easy places and gossip ten or fifteen minutes while exposing the con- tents of the garbage previously collected in this leisurely manner, to the disgust of the neighborhood, very little will be accomplished. ‘Many more than 5,904 collections a day must be made in = city approximating 40,000 houses. ‘There is hope that with the impetus given by ‘the public discontent there may be under the police supervision = considerably improved service in future. But there must be no more half-measures. ‘The contractor must no longer be allowed to shirk his obligations. He must give personal ‘oversight to his work and see that his men are not loafing. or selecting only the easy jobs, or at- ‘tending only to those persons who pay them extra, or give them a dram. And above all he must be compelled at once to supply « force able to make complete collections at every house in the city. Every pains must be taken to havea clean ¢ity, both for iue present health and comfort of ite population. and to be in readiness for the ‘vast crowds that will come here next month on the G. A. R. occasion. There is also the danger of a cholera visitation to be averted by a prompt cleaning up. Chairman Edson does well to send out a circular letter (published in yesterday's Stan) covering s large number of pointe. This letter deals with transportation, accommodations, special arrangements, such as halls, the coming of comrades ahead of the time to secure assign- ments of quarters, release of the executive committee from responsibility where quarters have been obtained through some other agency, suggestions as to tents and bedding, the secar- ing of quarters by wives. sons and daughters of members before leaving home and the proper arrangements for quarters &c., secured in ad- vance by others than members and their fami- lien. Very many other topics connected with the occasion are treated in the circular which it fs expected will be read all over the Union where therevis an interest in the encampment.
