WASHIN GTO Every year that passes makes more patent the necessity for legislation providing for the extension of the city on lines that will be in harmony with the plan made when the city was Ini out. If Congress had acted promptly on this matter when it was first presented ceveral years ago, the object sought might have been ‘accomplished at much less cost than at present. Every year of delay will increase the exponse of the work when it is finally done. It is not matter, as Mr. Blount seems to think, in which land speculators are chiefly interested. The general plan has been advocated from year to year by men, in Congress and out, whose motives have been of the most patriotic character. It would be a pity if the scheme of the founder of the city, to whose foresight is due in great measure the present beauty of the national capital, should be marred by having the broad and regular streets and avenues of the old part of the city run into a labyrinth of narrow glieys and irreg- ular streets, which would be the case when suburbs permitted to grow without regard to harmony with the city’s plans become incor- porated into the city. In this matter citizens of Washington have no greater interest than the People of the country at large. If a failure of | Congress to provide for the future development of the capital in a epirit as liberal as that which actuated its fourder, results ina disgraceful de- formity of the federah city, the reproach will rest upon those lawmakers who obstructed leg- {elation intended to provide for the city’s eym- metrical growth, and posterity will have little sympathy with the plea that action was with- held for fear of benefiting some land owners. ‘The measure now pending and which Mr. Heard in the House and Mr. Harris in the Senate have advocated so zealously for years may hav@ome faults, but it is believed that the importance of the carly pasage of somesuch bill is so generally recognized that members will make an earnest effort to reconcile their differences of opinion. It was believed that the agreement in conference providing that all expenditures involved in securing the right of way for streets should be chargeable to the revenues of the | District or to the benefited property owners would remove what opposition existed to the measure as originally introduced in this Con- gress. Mr. Blount’s new contention, however, that provision should be made tosecure the United States against any obligation to make expenditures in the future in the improvement ofthe streets and reservations when laid out, raises a fresh issue which the friends of the| measure hope willnot be permitted to‘defeat | the whole project. Mr. Blount’s proposition | involves some questions which shozld be care- fully considered. If it should prevail, the anomaly would be presented, when the city streets are extended, of streets a part owned and controlled by the federal government and a part belonging to the District.
