THE EVENING STAR bas « regular and jon in Washington three The next national convention after the pro- hibition is that of the “people's,” usuallyyealled the third party, early in July. As heretofore indicated in Tux Sran, its force in national politics will depend on the attitude of the silver statee. The declination in advance of the honor of leadership by Judge Gresham, follow- ing the death of President Polk of the Farmers’ Alliance, narrows the circle and transfers to other prominent men the opportunities and re- | sponsibilities of the occasion. ‘There are | numerous “lights” of the movement who might be induced to shine on a dark- ened nation, and their friends will hardly be unkind enough to put them under abushel. Among the various suggestions for the presidential nomination have been Senators Stewart, Teller, Peffer and Morgan. In this quartet of United States Senators the desired man may yet be found. But if not disposed to find him there, the third party man may ask: What is the matter with ex-Representatives Warner of Obio and Weaver of Iowa, whose “records” are good from a silver or fiat money standpoint? There is plenty of material in the woods, if the Omaha people will take it out. The Omaba convention being the first regu- larly called of its party, if the conferences here- tofore of alliance and labor leaders be excepted, has a new feld to itself, without precedents and Without entangling alliances, All it has to do is to frame a platform that the silver and alliance states can agree upon and then place on it two men of national prominence. The convention is apt to have a lot of old rubbish at hand, but it can hardly afford to use any of it. It is probable that the most that ean be accomplished is to send the election iffto the Hoase of Repre- sentatives, and that is not a result desired by republican silver men, because it would be to elect Cleveland. see The cholera is apparently making its rounds from the heart of Asia by we Caspian sea into Russia, and it is therefore to be feared that it cked by sanitary precautions, spread over the globe, crossing the Atlantic and putting this country into panic if not actual peril, The lessons of the past chould not be lost upon those charged with responsibility. ‘This awful form of pestilence bas several times scourged portions of our country when extra- ordinary efforts could have averted the afflic- tion. Peculiar vigilance on the part not only of the port anthorities on this side, but also on the part of the consular agents on the other and the vessel owners and their employes, is de~ manded at this time. And,as nothing in the way of safety should be neglected, the health officers rhould do their full duty, sustained, it is to be desired, by the public in all laudable efforts to get the streets, alleys, premives and what not in the best condition and keep them so. In the season now upon us unusual pains must be taken not only to avoid the perils of | extraordinary, but also the dangers of ordinary, disease. Forewarned is forearmed. $e. ‘The fiscal year expiring on Thursday it will be necessary either to enact the appropriation bills before that day or provide temporary measure continuing the present appropriations. The House has passed ali of the appropriation bills, but none of the bills has become a law, although the differences between the houses on | some of them are slight and may easily be | Closed and still other bills are in condition for early passage. While the Senate is further behind than usual, due probably to the happen- ing of the two national conventions in June, it is easy for it to catch up, having a knack of doing its business efficiently in committee. The House has Jacked a quorum to finish its remain- | ing work and bas decided to recall its absentecs.
