That there are mitted by nalogous circumstances is ad- everybody. It is easy, however, to analogy business, and this seems to ye cases where it is worked for more worth. And (t..oem ‘uct as New York, the “leaders” are anti-Cleveland, if an exeeption be made as to members of Congres, There would secm to hare been a combine at Minne- apolis of United States Senators, just as now there is a combine of such Senators, hostile to renominati- In the two cases there is to be observed a strong “kicking” element in the Senate, due principally to the relations of that Body to the executive department. ‘The Sen- ator entrenched in power by his long tenure and manner of election, with a share of the ad- ministrative work of the government probably out of all proportion to the expectations of the founders of the government, is a great fuc- tor im polities and thinks himself even greater than he is. Some of the coolest heads in the Federal Conven- tion which framed the Constitution doubted whether it was wive to clothe the Senate with sch extraordinary powers and prestige, and the capacity of the body for self-aggrandize- ment was even then foreseen by not a few minds of the first order. The propesition for electing ‘the Senators by the people has met with large favor, but it is appreciated that the proposition to change the Constitution in this revpect is one not likely to be adopted in the manner in which amendments are adopted under our sys tem. The Senators are indisposed as a bedy to curtail any of the prestige of their honse, and certainly mwilling to mbmit their eleagion to the direct vote of the people. It is so much easier to procure « seat in the Senate from a legisiature than from the people at large on a straight issue. Should the time ever come when another Federal Con- vention would be deemed necessary to recast the framework of onr government, it is very certain that one of the changes made would be in the manner of electing both Presidents and Senators. The government would be popu- larized. —_ +++ ___ Tur Stan wishes to ndd to what it has said of the training schools in general a word about the colored training schools. These are in « very hopeful condition, as the exhibits yester- day showed. Skilled labor in the kitchen, work- shop, mine and field fs a public want that can- not be too well supplied under imaginable con- ditions of development. Large parts of our country are yet virgin soil and even in some of the original states of the Union thousands of acres are unimproved. In fact it may safely be stated that the labor system is yet to be organized, since so much remains to be done to perfect it in any quarter. ‘The trades in certain sections have been pur- sued on a slip-shod plan, or without plan. The idea of edneating eye and hand to perform mannal labor in an intelligent way has not ss yet taken hold, but the time is coming, south ‘8 well as north, when it will be considered a dixgrace to slouch and potter. Heretofore in the old slave states, labor of all sorts has been done, so to spesk, by “main strength and swkwardness.” The cooking and other manusl schools in cities where there is a considerable element of colored people are doing much to change all that. The negroes area tenchable population and learn fast whatever they can be induced to undertake. Good cooks, semp- stresses, house servants, drivers, porters, ma- sous, carpenters, snd in fact laborers in and out doors in an almost infinite number of employ- ments are demred in almost infinite numbers. ‘The Washington public schools will supply, after awhile at least, a large part of the local demand, perhaps even more, —_ +2 ___ The desire to nominate Mr. Cleveland is probably not half so strong ss the determina- tion to retain the two-thirds rule. Nothing so | distinguishes the democratic party as its hold- | ing fast by its traditions and practices,the latter | imeluding rules of organizauon. Few funda- mental changes have ever been made, and it seems certain that one of the few that may be made will not be the excision of the now time- honored, but, after all. rather updemocratic two-thirds rule for nominations at dational con- ventions. It is the practical reliance of all the weaker candidates for nomination.and the dark horses, and deemed to be the breakwater against the nomination of strong ones with strong enemica, —— The expected hus happened; the House com- | mittee on the reform of the civil service has re- | ported, sustaining the report of Civil Service Commissioner Roosevelt in the Baltimore post Bice investigation.
