THE NATIONAL HOMES Where Disabled Volunteer Soldiers May Pass Their Declining Years. ORIGIN OF THE HOMES. The First Barracks Established at Dayton, Ohio—The Various Branches and What They Are Like—The Daily Life of the In Interesting Statistics. Written for The Evening Star. a@_. ORIGIN OF VoLUSTEER HOMES. | Before the hostilities of the rebellion had happily ceased with the surrende>at Appomattox @ tidal wave of sympathetic solicitude for the injured overswept the victorions north. This sentiment took om a concrete form in an act of Congress approved March 3, 1865. by President Lincoln incorporating a “National Military and | Naval Asviam for t relief of the totally dis- abled oicers and men of the volunteer forces of the United States.” provided the sum of 250,000 should first be subscribed or donated before the selection of sitex or erection of br ings should be mm. The —, ands were to be derived from popular contributions and from f itures in the army and navy. ‘The bill passed both Senate and House with, practically no debate. THE LIST OF INCORPORATORS embraced 100 names of men most eminent in the country, of all avocations and irrespective of political parties, military and naval heroes | from the fields of victory. statesmen, | sts, historians, financiers, clergymen and | Ame: them were Gen. Meade, eph Hooker, Iie J.| d Beecher, John A. Logan, | am B. Astor, it Holmes, Willian Claflin, Bishop M. Simpson and Will iam Henry . The country, though impoverished by wasteful war, responded gen- erously and promptly made up the preliminary fund. At the next € ments were add ngress the necessary amend-| i to the law, with a significant change, representing a year's evolution of public feeling. that the hoi Id not be simply for | those actually and totally disabled, but also for those who might be disqualified for earning their own support through wounds or sickness. | ‘The nawal feature was eliminated, to be treated independently elsewhere, and the homes we: desig: “che National Military Asylum.” Managers were appointed im the persons of Ogiesby of Ilinois, Butler of Massachnsetts, Frederick Smyth of New Hampshire. Lewis B. Gunckel of Ohio Jay Cooke of Pennsylvania, PJ. | Osterhaus of nH. Martindale of | w York. H. G. Stebbins of California and H. | and the President of the United States, the chief justice and the Seere-| tary of War were nu: ex-officio managers. | ‘Then sites were procure’, buildings erected and the “asylum ‘king order. THE FIRST SET OF BARRACKS were estubliched at Dayton, Ohio, in 1967, just twenty-five years ago. They accommodated nine hundred and sixteen inmates the first year. The name was speedily changed from “asylum” to “home,” and then, step by step, as the ap- parent necessities ampiined, the scope of the | Institet: d until now there are in | wen homes or branches under one general | gement, for whick the last Congress ap- Propriated for the present year $2,447,093. Of these latter 5,140 came from od 4.258 from Ireland, Canada, Scotland and Switzerland, in dimjnishing order, supplied the majority of the remainder. Still another notable fact concerning the in- Mates of the national homes is that there are but few members of the liberal professions and higher skilled trades among them. Of the 21,157 inmates last year 7,319 had been laborers 3.112 formers. 896 carpente.+, 662 shoemakers and 654 clerks. ‘There were only 35 who Bad been lawyers, 49 who had been physicians, ministers and only 8 editors. At the org of the homes the average cost per capita was $461. After that it was re- duced as low as £130 in ISSO, and then to $125 im 1886. Now it ix £139.50. The home is warmed and lighted with natural gas. THE EASTERN BRANCH fe not so pleasantly situated. Around it is an extensive tract of morass land almost irreclaim- able. The buildings are heated by steam and‘ lighted by electricity. A deer park and green house are attached to the grounds.
