Such i ities undoubtedly exist in Washington, In order that the assessors shall not tax some citi- fens proportionately too high and others pro- Portionately too low it is necessary that they apply the same standard of valuation intel!i- gently, impartially, and with sufficient frequency to keep pace with great changes, te all property in all parts of the city.
